Second UDAG Application

An Urban Development Action Grant application for the commercial revi-
talization of the Edison Center Business District, located in Model
City, is currently being prepared by the Planning Department. The
purpose of this memorandum is to give you an overview of the proposal
submitted to the City by the Miami -Dade Chamber of Commerce and ask for
your concurrence in the submission of an application for UDAG funds.
We anticipate having a final application ready by May 15th for clearing-
house submission. We expect to submit the application to the HUD Office
by June 30, 1978.
The idea for this particular project originated with the Miami -Dade
Chamber of Commerce and they have played an active role in program devel-
opment. The proposal is designed to stimulate new private investment
for the purposes of revitalizing the Edison Center Business District.

Project Description:
This UDAG application represents the first phase of a
three phase comprehensive redevelopment process for the
Model City Neighborhood. The second and third phases are
not directly a part of the grant request but will be
outlined in the application because of their impact and
interrelationship with phase one. The three phases are
entitled:
Phase I: The Redevelopment of the Edison Center Commercial Care
Phase II: Transit Station Area Development
Phase III: Elimination of Blighted Commercial and Residential
Areas

The redevelopment of the Edison Center Commercial Cate has been retitled
Edison Center Commercial Renaissance for the purposes of the UDAG appli-
cation, This project is seen as the catalyst for setting into motion
the short and long term redevelopment of the entire Model City area.
The key notion is that an anchor project located in the commercial core
is needed to tie together existing and planned efforts and to act as a
model for future directions and strategies.
In essence, the Urban Development Action Grant will be for three specific
commercial projects. Two entail the expansion and rehabilitation of
existing businesses and the third involves new construction. The supposition
is, the realization of these projects coupled with other surrounding on-
going public and private efforts will evolve into a valuable revenue and
tax producing commercial district. The UDAG, therefore, becomes the
key element in Phase I because it can serve to reinforce the momentum by
effectuating three projects that would not be realized otherwise.
Succinctly, the three commercial projects are:
1. Meshorn Manufacturers, Inc.
Objective: Acquisition of land and building at 6444 NW 7 Avenue to
expand from a presently operating retail and manufacturing
facility known as King The Taylor into a larger manufac-
turer of male and female apparel for retail and wholesale
distribution.

Costs: $1,000,000
UDAG: $250,000 for building renovation, equipment
and supplies,
2. The Market Phase
Objective: Redevelopment of the commercial building located at
5900 MW 7 AVenue into a market plaza consisting of
retail commercial, office and service spaces. The
redesign will accomodate twenty new businesses, pos-
sibly those scheduled to be displaced by the Rapid
Transit System.
Cost: $550,000
UDAG: $138,999 for building expansion and renovation and
parking lot.
3. Shell City

The construction of over 30,000 sq. ft of commercial
and office space, highrise rental apartment towers,
senior citizen complex and 35 sale townhomes. Extensive
landscaping and amenities including a swimming pool and
tennis courts will also be provided.

In conclusion, this UbAG application will Meet the federal goals and
objectives established for the program. The specific projects, alone,
will reduce unemployment through creation of hew jobs, expand the
tax base through new businesses and housing, attract new commercial
ventures to the area and reduce outmigration through housing choice.
Indirectly the three UDAG projects will serve as the impetus for
other redevelopment efforts which together should assure a comprehensive
revitalization of the Edison Center Commercial District.
