ORDINANCE NO# 8198
AN EMERGENCY ORDINANCE AMENDING SECTION 1 OP ORDINANCE
NO. 8719, ADOPTED OCTOBER 25, 1977, THE SUMMARY GRANT
APPROPRIATIONS ORDINANCE; BY ESTABLISHING A NEW TRUST
AND AGENCY PUNb ENTITLED "AFRICAN MARE RE PARR";
APPROPRIATING THE POL OWING PUNDS:
PROM THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS,
CONTINGENT PUN , THE AMOUNT OP $25►434► AND PROM
THE PUBLIC SERVICE EMPLOYMENT PROGRAM (CEM TITLE 11)
TRUST AND AGENCY FUND THE AMOUNT OP $61,991, POR
A TOTAL ALLOCATION OF $87,425; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
minnAS, the city Commission adopted Ordinance No. 8719
on October 26, 1977, establishing resources and appropriations
for grant fund anticipated by the city of Miami, Florida, and
for corresponding City matching funds; and
WHEREAS, the city Commission adopted Resolution No.
73-749 on September 25, 1973, indicating support for African
Square Park, which is operated by the 62nd Street Community
Development Corporation; and
WHEREAS, the 62nd Street Community Development Corporation
has requested $87,425 from the City for the staffing and operation
of African Square Park; and
WHEREAS, the City Commission adopted Ordinance 8724, Amend-
ment No. 1 to Ordinance 8719 on November 10, 1977, appropriating
$3,618,772 in a Trust and Agency fund entitled "Public Service
Employment Program (CETA Title II); and
WHEREAS, funds are available in the aforementioned Trust
and Agency account and $61,991 can be transferred to a new Trust
and Agency fund entitled "African Square mark" for 13 CETA Title II
positions; and
WHEREAS, additional funds in the amount of $25,434 can be
contributed from the General Fund, Special Programs and Accounts,
Contingent Fund to the aforementioned new Trust and Agency Account
entitled "African Square Park", for a total of $87,425;

Section 1. Section 1 of Ordinanee 8719, adopted October
1577, is hereby further amended as follows:

Section 2. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.

Section 2. All ordinance or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 4. 'his ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City of
Miami, and upon the further ground of the necessity to make the
required and necessary payments to its employees and officers,
payment of its contracts, payment of interest and principal on its
debts, necessary and required purchases of goods and supplies, and
to generally carry on the functions and duties of its municipal
affairs.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.
