A REPEALER CLAUSE
WHEREAS, the City Commission adopted Ordinance No, 8719 on October 26,
1977, establishing resources and appropriations for grant funds anticipated by
the City of Miami, Florida and for corresponding City cash match requirements;
and
WHEREAS, the Department of Parks and Recreation has received $500 in
donations to their Very Special Arts Festival Program; and
WHEREAS, the Citizen Services Department has estimated fees to be
collected from the Child Day Care Program to be $86,250 for fiscal year
1977-78; and
WHEREAS, the Citizen Services Department has estimated the
reimbursement from the State of Florida for the provision of meals at the day
care centers during fiscal year 1977-78 to be $27,000; and
WHEREAS, this $113,250 in revenue is needed to support the Child Day
Care Program; and
WHEREAS, a sum of $45,000 from a State grant and $213,000 from Federal
Revenue Sharing has already been appropriated to the Child Day Care Program;
and
WHEREAS, the appropriation of the $113,250 will result in a total
appropriation of $371,250 to the Child Day Care Program for fiscal year
1977-78; and
WHEREAS, the State of Florida has agreed to award the Citrof Miami. a
grant of $41.1000 to carry out a Recreation for the Handicapped -Weekend Program;
NOW, THEREFORE, HE IT ORDAINED BY THE COM USS10N OF THE CITY

Section 1. Section 1 of Ordinance 8/19, adopted Octobef 26, i9ii) is

and property of the City of Miami, attd upon the further ground of the necessity
to take the required and necessary payments to its employees and officers, paytiieht
of its contracts, payment of interest and principal on its debts, necessary and
required purchases of goods and supplies, and to getterally carry on the functions
and duties of its municipal affair's.
Section 5. The requirement of reading this ordinance oft two separate
days is hereby dispensed with by a vote of not less than four -fifths of the members
of the Commission.

This proposed Ordinance would increase the amount of revenue available for
USG by two existing grant programs and establish a new recreation grant
program recently approved for funding by the State of Florida,
Additional revenue in the form of donations has been received by the
Department of Parks and Recreation for the "Very Special Arts Festival"
program for handicapped individuals, The three-day festival provides a
forum for handicapped individuals to express their artistic abilities.
The National Committee: Arts for the Handicapped is supporting this program
for a second year with an award of $5,000. The City of Miami is contributing
$10,675 from the City's cash match account, This $15,675 has already been
appropriated to the program, The attached proposed ordinance is needed to
appropriate the $500 received in donations to the program.
The Citizen Services Department has requested that estimated child day care
fees of $86,250 and estimated food reimbursement of $27,000 to be received
from the U.S. Department of Agriculture for serving meals to children
enrolled in the day care centers be added to the revenue currently available
to the Child Day Care Program for fiscal year 1977-78. This revenue is needed
to cover estimated expenditures for the program.
The City Commission has already appropriated a $45,000 State of Florida
grant and $213,000 in Federal Revenue Sharing funds to the program. The
attached proposed ordinance would increase the total appropriation for the
Child Day Care Program by $113,250 ($86,250 + $27,000) for a total of $371,250.
The State of Florida, Department of Health and Rehabilitative Services has
agreed to reimburse the City of Miami $41,000 for providing weekend recrea-
tion activities to fifty mentally retarded adults living in three group
homes within the City. The Department of Parks and Recreation will be
responsible for administering this program.
This proposed ordinance would appropriate $41,000 into the Trust and Agency
entitled "Recreation for the Handicapped - Weekend Program."
