WHEREAS, the city Commission adopted Ordinance No. 8711 on December
16, 1977 establishing revenues and appropriations for the City of Miami,
Florida for the fiscal ear ending September 30, 1978; and
WHEREAS, the Building and Vehicle Maintenance Department requires
various items of heavy duty equipment and fuel for use by various City
Departments; and
WHEREAS, funds are available in the Building and Vehicle
Maintenance Department's Retained Earnings as of September 30, 1977, and can
be transferred from Motor Pool Division to Replacement Reserve - City
Garage in the amount of $304,577, from City Garage Division to Replacement
Reserve - City Garage in the amount of $360,287, and from City Garage
Division to City Garage Commodities Account in the amount of $50,000 for a
total of $714,864;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. Section 2 of Ordinance No. 8731, adopted December
16, 1977, as amended, is hereby further amended as follows;l/
"Section 2. The following activities, which are carried
on for the service convenience of other funds, shall be opera-
ted by the City Manager within the limits of the appropriations
provided in the foregoing Departments, Boards, and accounts of
the City of Miami and other revenues or receipts which may be
received.

to make the required and necessary payments to its employees and officers, payment
of its contracts. payment of interest and principal on its debts, necessary and
required purchases of goods and supplies, and to generally carry on the functions
and duties of its municipal affairs.
Section 6. the requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the members
of the Commission.

The Building and Vehicle Maintenance Department is requesting Use of its
Retained Rarhings balance as of September 30, 1977, to purchase fifteen
(15) garbage trucks and approximately twenty -sit (26) other items of
heavy duty equipment for use by other City Departments. The City-wide
equipment replacement program requirements call for the purchase of new
trucks to replace those that are five years old. The trucks currently
in use have a 20 cubic yard capacity, whereas trucks with a 25 cubic yard
capacity are needed to facilitate changing heavy duty equipment requirements
for refuse collection and disposal.
The Building and Vehicle Maintenance Department has identified use of the
funds as follows;

The attached proposed Ordinance provides for the appropriation of $714,864
