WNERtAS, the City Commission adopted Ordinance No, 8731 on
1)cccriber 16, 1977 establishing revenues and appropriations for the City
of Miami, Florida for the fiscal year ending September 30, 1978; and
WHEREAS, the City Hall Kodak 150 AF Photo Copier and related supplies
has come under the responsibility of the City Clerk's office; and
WHEREAS, the City Clerk's budget for the aforementioned supplies has
been exhausted; and
WHEREAS, the need exists for an additional photocopier to satisfy
the heavy demand for photocopy service; and
WHEREAS, the Director of the Finance Department has requested that a
$16,000 Miscellaneous Services unexpended line -item be transferred from his
Accounting Division '77-78 budget to the City Clerk's office for the purpose
of funding the above mentioned expenses for photocopy service; and
WHEREAS, the funds for the emergency expenditure for the March 7,
1978 Special Election were transferred from the General Fund Special Programs
and Accounts, Contingent Fund to the City Clerk's office.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1, Section 1 of Ordinance No. 8731, adopted December 16,
1977, as amended, is hereby further amended as follows:-1/

Section 2. If any section, part of section, paragraph, clause,
phrase or word of this Ordinance is declared invalid, the remaining provisions
of this Ordinance shall not be affected.
Section 3. All Ordinances or parts of Ordinances insofar as they
are inconsistent or in conflict with the provisions of this Ordinance are
hereby repealed.
Section 4. This Ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further
ground of the necessity to make the required necessary payments to its
employees and officers, payment of its contracts, payment of interest and
principal on its debts, necessary and required purchases of goods and
supplies, and to generally carry on the functions and duties of its municipal
affairs.

The City clerk's Office has acquired the responsibility and the budget
for operation of the Kodak 150 AV photocopier located hear the clerk's
Office, This photocopier is used by personhel froth all City bepartfients
as well as citizens who may require copy service for City Commission
Meetings, The City Clerk has reported that he has exhausted his $3,500
budget for supplies due to the fact that insufficient fuhds were budgeted
for photocopier supplies, e,g. paper, He indicates that an additional
amount of $10,000 is required to provide departmental supplies for the
remainder of the year.
In addition, the City Clerk has requested the installation of a second
copy machine to satisfy the heavy demand for reproduction services. His
request, which has been initialed by you, is attached,
An amount of $16,000 is budgeted in the Department of Finance, which is
a primary user of the copier, for reproduction services. Since all
charges for use of the copier are being directed against the City Clerk's
account for purposes of centralized administration, and since charges for
use of a new machine also would be directed to the same account, the
attached proposed ordinance would transfer $16,000 from the Finance De-
partment to the City Clerk's Office.
The City Clerk also has requested that $15,839 be appropriated to his
Department to cover expenditures incurred for the March 7, 1978 Special
Election. The attached proposed ordinance provides for the transfer of
$15,839 from the General Fund, Special Programs and Accounts, to the City
Clerk's Office for the March 7, 1978, Special Election expenses.

Pursuant to your request yesterday, t investigated the possibility
of adding an additional copy Machine to the ground floor of City
Hall to alleviate the waiting and long delays associated with the
use of the Kodak 150AF.
It would be my recommendation that we install the simplest copier
that Kodak will rent (brochure enclosed) which would be the Kodak
Ektaprint 100.
This copier has no automatic functions and would be ideal for those
making just a single copy of unlimited quantities of a single page
document.
There would be several advantages in the same vendor concept which
would include compatabiiity of all supplies, toner, paper etc. and
ease of servicing regi ements since the same service department
that services the 150AP would also service the 100.
Our experience with Kodak has been excellent and although we have
had some problems, they have been operator caused.
This new unit used in conjunction with the existing copier should
alleviate any problems that presently exist.
I estimate $3,250 would be needed to operate this copier from now
to the end of this fiscal year.
In a continuing spirit of cooperation, if you desire, we will accept
the additional responsibility of coordinating installation, requisition-
ing of necessary supplies and maintenance and provide for its continued
operation in my 1978-79 budget request.
Funds as described above would have to be provided in the short run.

The Ektaprnt 100 topicr•duplitator is the basic model of
the Ektaprint family of copier -duplicators: all of the ether
models provide the same primary features as the
Ektaprint 100, plus additional tapabiiities.
The Ektaprint 100 is a high speed copier -duplicator with
simple pushbutton operation. It produces same -size
copies of consistently high quality -it.h rich, solid blacks
and clean backgrounds. It delivers 4.200 Copies per hour
at an attractive cost pet copy.
Originals may be any size up to 81/2 by 14 inches, Books,
magazines and other materials are easily ::Died on the
flat glass plater.. r isers may select ep t yg copies at a
time for either single or two-sided eccw irg. The
microcomputer monitors operation arc displays any
necessary instructions to the user, A choice of paper exits
allows copies to be delivered conveniently face -up in the
top hopper or facedown in the side hopper.
Virtually uninterrupted productivity is made possible by
two independent paper supply drawers: while one feeds
the copier, the other can be reloaded. Or different paper
sizes or stocks can be kept in the two drawers and
selected at the touch of a button.
Any 16• to 32•pound bond paper may be used, in sizes
from 8 by 10 inches up to 81/2 by 14 inches. Each paper
supply drawer holds up to 1,000 sheets of 20•pound
bond paper.
Operation is fast and convenient, with all copying
functions accessible from the front. User pushbuttons
and the bright, readable displays are grouped on a
central control panel. The first copy is delivered in less
than 8 seconds, subsequent copies of the same original
at intervals of Less than a second each. Initial warm-up
time (required only when the machine is first tumed on) is
