The City Manager is hereby authorized to enter into a professional services agreement for landscape architectural consultant services in connection with the construction of Buena Vista Park to be located at N. W. 52 Street and N. The first meetin3. wa3 held March 21 to review the responses to our request for letters of interest. AI-IH/STP/vb enclosures Page 3 of 3 U VI p EXHIBIT A BUENA VISTA PAPK PROJECT DESCRIPTIOi4 This park consists of Lots 7 through 10 and 20 through 25 in Block 16, Pailway Shops 2nd Amended, PB 3, Pact 183, lying between NW 52nd Street and NW 53rd Street along the west ride of NW 2nd Avenue. The park occupies 1.6 acres. At the present time the City is in process of acquiring Lot 7 which should be available oh or before the start of construction. SCOPE OP WORK The consultant will prepare plans and specifications for the following improvements: 1. construction of a new comfort station facility, consisting of 3 urinal;; 2 water closets and 3 lavatories in the Men's Toilet; 3 water closets and 2 lavatories in the Women's Toilet; approximately 300 square feet of storage and counter area. 2. a covered pavillion of about 5,000 square feet. 3. two basketball courts. 4. shuffleboard court. 5. an outdoor market area with parking as an optional itch, depending upon the cost. 6. a Tot lot. 7. tennis courts. 3. landscaping. The easterl- portion consists of Lots 1 through 8 in Block 17, Dixie ili.ghway Tract, lying between NE 58th Street and NE 59th Street and between NE Miami Place and NE Miatni Court. The westerly portion consists of Lots 1, 2 and 11 through 15 in Block No. 1, Biscayne Avenue Tract, PB 3, Pg 195, lying between NE 58th Street and NE 59th Street west of NE Miami Court. NE Miami Court between NE 58th Street and NE 59th Street west of NE Miami Court. NE Miami Court between NE 58th Street and NE 59th Street will be closed and incorporated into the park development. • SCOPE OF WORK The consultant will prepare plans and specifications for the following inprovements: 1. renovation of existing 2,100 square foot duplex building and garage into a handicap center and office building. 2. renovation of existing 1,500 square foot single family house into a day care office building. 3. closing NE Miami Court between NE 58th street and NE 59th Street. 4. construction of a now comfort station facility, consisting of 3 urinals, 2 water closets; and 3 lavatories in the Men's Toilet; 3 water closets and 2 lavatories in the Wornen's Toilet; approximately 300 square feet of storage and counter area. 5. construction of a combination handicap and children basketball court. 6. construction of a standard basketball court. 7. a new Tot lot. n 8. tennis courts. 9. a picnic area. 10. a parking area. 11. landscaping. At present the park is used by students of Ada Merritt Junior High School and the Hope School and by players of the Miami Cuban League as well as the general population of the area. The City is contemplating closing SW 7th Avenue between SW 3rd Street and SW 4th Street and incorporating this area into the park SCOPE Or WORK The consultant will prepare plans and specifications for the following improvements: 1. Demolish existing basketball court, playground and other features at the SW corner of the park. 1. Upgrade the existing softall field and relocate bleachers. 3. Provide a new comfort station consisting of 3 urinals, :; water closets and 3 lavatories in the Men's Toilets; 3 water closets and 2 lavatories in the Women's Toilets; and ,approximately 300 square feet of storage rooms and counter area. 4. Provide a pavilion of about 3,500 square feet. 5. Install a sprinkler system for the ball field and other park areas. h. Provide a new children's playground. 7. Upgrade fencing and lighting. R. Lots 15 and 26 in Block 17, Melrose Heights 2nd Section# PJt19, rq 44, immediately west of the liar.k have been acquired and cleared by the City, giving the park a total area of 1.9 acre.. SCOPE OF WORK The consultant will prepare plans and specifications for the following improvements: 1. a new public confort station, consisting of 3 urinals, 2 water closets and 3 lavatories in the tden's Toilet; 3 water closets and 2 lavatories in the Women's Toilet; approximately 300 square feet of storage and counter area. 2. a new covered pavi.11ion of about 1000 square feet. 3. a now Tot ]ot. 4. a new combination doable basket ball volley ball court. 5. relocating and removing trees and upgrading landscaping. 6. an open area for multi -purpose use with provisions for using portable backstops for soccer. In addition, the consultant will be required to evaluate the utility of existing playground equipment, fencing and other features and to make recommendations to the City as to their disposition. The City will demolish the existing building if so advised by the consultant. Previous professional experience in designing similar projects. Ratings 10 The City is interested in selecting firms that know how to get into a project in a highly professional way. This means that the candidate should have completed projects where community action, design sensitivity and limited budgets have been significant factors with which the firm had to consider. The City has requested each firm to submit details ofa few completed projects. Since the choice of projects is that of the firm, what is presented ought to influence each Committee member accordingly. b. Organizational and professional staff. Rating: 5 These projects will require an organization that can produce quality design in a short time and under pressure from the community and the City. Is the firm large or small? A small firm, if it is not too busy, has the advantage of assigning the principals to the project. A large firm has the potential of assigning a wide variety of skills to the project. Since the fees will be in the order of $10,000 to $30,000 to be earned over a period of seven month or so, the man -power requirement will be limited to the equivalent of one or two full-time persons on the project. Some projects will require practically all design disciplines and others only a few. c. Other factors. Rating: 5 Consideration should be given to other factors, such as, the firm's reputation as recognized by other professionals through awards or other means; the firm's experience in working with the City or other governmlit11_entitiees; the_ firm's repeat business; the firm's longevity, and so on. At any rate, each member of the Commit'fbeblli1l rate each firm for each project. Then all scores will be added and averaged to give a consensus scoring for all firms for all projects. The three highest ranking firms for each project wi11 be put on the "short list". In the event a firm appears on one or more projects, the Committee can decide whether to add another candidate or not. Ai 34 Final sel.ectio0__Wt.e.ti.a a. General. Each of the candidates Will have been provided with the scope of work and other details of one or more projects and will have been requested to prepare a presentation for the Selection Committee covering the satne items as are on the Selection•Fvaluation Sheets. InterVi.ews should be limited to about 30 minutes with a 15 minute gap between interviews so that each member can complete the Sheets. I suggest that the Chairman collect the Sheets prior to the next interview. Please note that I have indicated an opportunity for discussing fees in this procedure. This issue is always sensitive and should be agreed upon by the Selection Committee in its initial meeting. b. Capability of firm to complete the design and construction documents within 60 days. Rating: 10 It is important that the firm responds to this issue. We recognize that 60 days is a relatively short time. However, an experienced firm ought to be able to accomplish any of these projects in that time. I believe that the firm's attitude towards this issue will be a good indicator of its ability to be responsive to its clients' requirements. However, the Committee should avoid having the firm design the project in this interview. How the firm says it will manage itself is more important than what it says it will design. c. Previous experience in completing projects on time and within the budget. Rating: 10 The Committee should ask pertinent questions about projects, especially those which the firm previously submitted as examples of its better work. It will be important to have the firm respond to this issue and to assure the Committee of its competency and understanding of the market place. d. Firm's familiarity with project. Rating: 3 A firm having knowledge of the local conditions has value .in that its learning curve is on the plus side. e. Other Factors. Rating: 5 The firm is in a position to impress the Committee one way or another as to its background, its eagerness to have this project, its capabilities of "SUPPORTIVE DC.::CUMEMTS F„L 0W„ 1 assigning competent staff members to the project and to provide other inforta= tion that cannot be ascertained from reading a brochure. Secapitulation. Total Sating: 28 Whichever rating value is decided upon; the value ought to be changed as noted above. The method of evaluating and rank ordering will be as outlined above. The Selection Committee will decide upon finalists for each project according to rank and submit this information to Al Howard.
