WHEREAS, the City Commission adopted ordinance No. 8731 on De- cember 16, 1977 establishing revenues and appropriations for the City of Miami, Florida for the fiscal year ending September 30, 1978; and WHEREAS, as Section 4 (h) of the City Charter provides for "an additional sum not to exceed $2,500 annually to be used by the Mayor - Commissioner to cover any or all entertaiment expenses of the Office of the City of Miami, Florida;" and WHEREAS, $2,500 granted to the Mayor for the aforesaid expense allowance was inadvertenly omitted from the FY 1977-78 General Fund Mayor's Office Budget; and WHEREAS, funds are available in the General Fund, Special Program and Accounts, Contingent Fund for the aforementioned purpose; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: the Mayor -Commissioner of Section 1. Section 1 of Ordinance No. 8731, adopted December 1/ 16, 1977, as amended, is hereby further amended as follows; — "Section 1. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 5.
