AN EMERGENCY ORDINANCE AMENDING ORD. 6871, THE
COMPREHENSIVE ZONING ORDINANCE MOOR THE CITY OP
MIAMI, BY CHANGING THE ZONING CLASSIFICATION OF
W. 40.41 OP LOT 5 AND ALL OP LOTS 6-15, BLOCK 95N
MIAMI (B-41), BEING APPROXIMATELY 201..251 N.W.
an AVENUE, PROM R-4 (MEDIUM DENSITY MULTIPLE) TO
GU (GOVERNMENTAL USE); AND BY MAKING THE NECESSARY
CHANGES IN THE ZONING DISTRICT MAP MADE A PART OP
SAID ORDINANCE NO. 6871 BY REFERENCE AND DESCRIP-
TION IN ARTICLE III, SECTION 2 'HEREOF; BY REPEAL-
ING ALL ORDINANCES, CODE SECTIONS, OR PARTS THEREOF
IN CONFLICT; AND CONTAINING A SEVERABILITY PROVISION.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of April 5, 1978, Item No. , following an advertised hearing,
adopted Resolution No. PAB , by a to vote recommend-
ing a change of zoning classification as hereinafter set forth;
and
WHEREAS, the City Commission deems it advisable and in the
best interests of the City of Miami and its inhabitants to amend
said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby
amended by changing the zoning classification of W. 40.4' of
Lot 5 and all of Lots 6-15, Block 95N, MIAMI (B-41), being
approximately 201-251 N.W. 3rd Avenue, from R-4 (Medium Density
Multiple) to GU (Governmental Use); and by making the necessary
changes in the Zoning District Map made a part of said Ordinance
No. 6871 by reference and description in Article III, Section 2
thereof.
Section 2. All laws or parts of laws in conflict herewith
be, and the same are hereby repealed insofar as they are in
conflict.
Section 3. Should any part or provision of this Ordinance
be declared by a court of competent jurisdiction to be invalid,

It is requested that the Commission consider, on an emergency basis, the
rezoning of the City Administration Building site at approximately 201-
251 NW 3rd Avenue, from R-4 (Medium Density Multiple) to GU (Government
Use) during the City Commission meeting of April 7, 1978.
The Planning Advisory Board will consider their recommendation on
April 5, 1978 per the enclosed Planning Fact Sheet. The revised Planning
Fact Sheet and appropriate PAB resolutions will be forwarded to your office
April 6, 1978 by the Department of Planning and Zoning Board Administration.
The Law Department is being requested to prepare an emergency ordinance in
blank.

RESOLUTION RECOMMENDING PERMISSION TO CONSTRUCT AND OPERATE
AN ADMINISTRATION BUILDING ON THE SUBJECT SITE, SUBJECT TO
FINAL SITE AND DEVELOPMENT PLAN APPROVAL BY THE PLANNING
DEPARTMENT FINDING THAT THE ESTABLISHMENT OF THIS USE IS A)
COMPATIBLE WITH FUTURE DEVELOPMENT; B) IN CONFORMITY WITH
