A RESOLUTION IN CONNECTION WITH THE CIVIC
EDUCATIONAL PROGRAM SERIES CONDUCTED BY THE
FLORIDA POLITICAL EDUCATION ASSOCIATION CON,.
DITIONALLY RATIFYING THE RENTAL FEE WAIVER
FOR THE USE OF MARUICE GUSMAN CULTURAL CENTER
BY SAID ASSOCIATION ON APRIL 4, 1978 AND
ALLOCATING THE SUM OF $500 FOR THE COST OF
SAID WAIVER FROM SPECIAL PROGRAMS AND ACCOUNTS-
SPECIAL COMMUNITY PROGRAMS, QUALITY OF LIFE
PROGRAM, GUSMAN HALL CONCERTS; FURTHER CONDI-
TIONALLY GRANTING RENTAL FEE WAIVERS TO SAID
ASSOCIATION AT CERTAIN CITY FACILITIES ON
SPECIFIED DATES AND ALLOCATING MONIES FOR
SAI1) WAIVERS FROM THE SPECIAL COMMUNITY PRO-
GRAMS AND ACCOUNTS -SPECIAL COMMUNITY PROGRAMS,
QUALITY OF LIFE, FEE WAIVER ACCOUNT,
BE 1T RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section I. The waiver of the rental fee for the
use of the Maurice Gusman Cultural Center on April 4, 1978
by the Florida Political Education Association to conduct a
Civic Educational Program is hereby ratified with the sum
of $500 for the cost of said waiver hereby allocated from
Special Programs and Accounts -Special Community Programs,
Quality of Life Program, Gusman Hall Concerts, subject to
said Association paying for event personnel, insurance,

and all other direct costs borne by the City.

Section 2. The waiver of the rental fee for the
use of the Miami Baseball Stadium on April 9, 1978 by the
Florida Political Education Association to conduct a Civic
Educational Program is hereby approved with the sum of $500
for the cost of said waiver hereby allocated from Special
Programs and Accounts -Special Community Programs, Quality
of Life Program, Fee Waiver Account, subject to said Associa-
tion paying for event personnel, insurance, and all other
direct costs borne by the City.

Section 3. The waiver of the rental fee for the
use of the City of Miami's Showmobile on April 7 and 8, 1978
by the Florida Political Education Association to conduct a
Civic Educational Program is hereby approved with the sum of
$310 for the cost of said waiver hereby allocated from Special
Programs and Accounts -Special Community Program, Quality of
Life Program, Fee Waiver Account, subject to said Associa-
tion paying for event personnel, insurance, and all other
direct costs borne by the City.

Waiver of Fees for Various
City Facilities = F.P.E.A.

At the City Commission Meeting of March 23, 1978, an unscheduled
item was introduced whereby representatives of the Florida Poli-
tical Education Association requested waiver of rental fees for
various City facilities. The fees to be waived involve:
- Gusman Hall on April 4, 1978, in the amount of $500
- Miami Stadium on April 9, 1978, in the amount of $500
- Park Department Large Showmobile on April 7&8 - $310
From the brochure and letter that was handed out at the com-
mission Meeting, it appeared that no admission would be charged
at any of the events, which commemorate the anniversary of the
assassination of Dr. Martin Luther King, Jr. If that were the
case, I would simply recommend to you by memo that the fees be
waived administratively -- according to established Commission
Policy.
However, it appears that admission will be charged; so it is
necessary that the Commission act, by Resolution, to formally
waive the rental fees listed above. Attached is the appropriate
resolution granting the waivers and transferring funds out of
the Gusman Hall Concerts Account and the Fee Waiver Account.
I might mention that the Commission has established a special
committee to review requests for fee waivers at Gusman Hall.
Of late, the Committee has not been given the opportunity to
review requests for certain fee waiver requests granted directly
by the City Commission.
