A RESOLUTION GRANTING PERMISSION TO CONSTRUCT AND
OPERATE AN ADMINISTRATION BUILDING AS PER CITY OF
MIAMI COMPREHENSIVE ZONING ORDINANCE 6871, ARPICLE
XXI-2, GU, GOVERNMENTAL USE DISTRICT, SECTION 3(1=2)
ON W. 40.4' OF LOT 5 AND ALL OF LOTS 6-15, BLOCK
95N, MIAMI (B-41), BEING APPROXIMATELY 201-251 Noll.
3RD AVENUE, ZONED R-4, PROPOSED TO BE REZONED GU.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of April 5, 1978, Item No. , following an advertised hearing,
adopted Resolution No. PAB , by a to vote
granting permission as hereinafter set forth; and
WHEREAS,the City Commission, after careful consideration
and due deliberation of this matter, deems it advisable and in
the best interest of the general welfare of the City of Miami
and its inhabitants to grant said permission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. That permission to construct and operate an
administration building as per
City
of Miami Comprehensive Zoning
Ordinance 6871, Article XXI-2, GU Governmental Use District,
Section 3(1-2), on W. 40.4' of Lot 5 and all of Lots 6-15, Block
95N, MIAMI (B-41), being approximately 201-251 N.W. 3rd Avenue,
zoned R-4, proposed to be rezoned GU, is hereby granted.

The Miami Planning Advisory Board, at its meeting of April 5, 1978,
following an advertised Hearing, adopted Resolution No. PAB 23-78
by a 6 to 0 vote (2 members absent) Recommending permission to
construct and operate an Administration Building on W40.4' of Lot 5
and all of Lots 6 thru 15, Bloc'.: 95N; MIAMI (B-41), being approximately
201-251 N.W. 3rd Avenue, proposed to be rezoned from R-4 (Medium
Density Multiple) to GU (Governmental Use), subject to final site and
development plan approval by the Planning Department, finding that the
establishment of this use is (a) compatible with future development;
(b) in conformity with plans; (c) readily accessible; (d) beneficial
to the adjacent area; (e) in scale with future development; (f) inclusive
of appropriate amenities and (g) essential to the welfare of the
citizens of Miami.
There were no objections.
A RESOLUTION to provide for this Governmental Use has been prepared
by the City Attorney's office and submitted for consideration of the
City Commission.

a) Change of Zoning Classification of above site from
R-4 (MEDIUM DENSITY MULTIPLE) to GU (GOVERNMENTAL
USE)
and
b) Request for permission to construct and operate an
administration building per ARTICLE XXI-2, GU GOVERNMENTAL
USE DISTRICT, Section 3 (1-2), on above site, zoned R4,
proposed to be rezoned GU.
EXPLANATION To allow the new City of Miami Administration Building
to procede.
BACKGROUND New City Administration Building
This project is to construct Phase I of a new City Adminis-
tration Building in the proposed Downtown Government Center
between NW 2nd and 3rd Streets and from 2nd to 3rd Avenues.
A master plan for the physical development of the Downtown
Government Center has been prepared by local consultants to
guide future construction of City, County and State office
buildings in this area. The modern Miami Police Station
and parking garage have already been built in the Center;
Phase I of the State Regional Office Building is currently
under construction; and architects have submitted designs
for the Dade County Library, Art Museum and Historical
Museum. At a later date, a second phase building of appro-
ximately 15 stories is visualized.
ANALYSIS
The existing municipal administrative buildings at Dinner
Key are remodelled barracks buildings, which are inadquate
in size, deteriorating and poorly located to serve Miami
residents. The Dinner Key Master Plan proposes to demolish
these structures to make way for a major recreational complex
in Coconut Grove.
The proposed new City Administration Building will provide
about 63,5 28 square feet of space to house many of the city
departments and offices presently located in the Dinner Key
area and in Downtown Miami.

Funding is comprised of $3.2 million grant from the Economic
bevelopment Administration; US Department of Commerce and

bEPARTMLNT Approval is recommended of the a) Zoning change and b)
construction and operation of the administration building,
subject to final site and development plan approval, based
on the following factors:
1. The administration building will be compatible with buildings
to be developed in the Government Center,
2. The administration building is in conformity with the Govern-
pent Center Master Plan and the Miami Comprehensive Neighbor-
hood Plan.
3. The site is located facing NW 3rd Avenue, an arterial street
with access to 1-95. The main terminal of the rapid transit
system is adjacent and is expected to provide a principal
means of access in the future.

4. This project, in concert with the overall development of
Government Center will be beneficial, providing open space
and enhancing the property values of the adjacent area.
5. The scale of the administration building be in scale with
the future development of Government Center.
6. The site will include landscaping and related open space in
keeping with an urban setting.
7. The administration building is essential for the public
welfare by providing centralized services to the Citizens
of Miami.
