A RESOLUTION RATIFYING, APPROVIiG, AND
CONFIRMING THE ACTION OF THE CITY MANAGER
IN WAIVING THE NORMAL BIDDING PROCEDURE
AND AUTHORIZING THE EMERGENCY PURCHASE
FROM ACE -PARKER, INC. OF BILINGUAL FACT
SHEETS WHICH WERE DISTRIBUTED TO ALL
REGISTERED VOTERS PRIOR TO THE SPECIAL
MUNICIPAL ELECTION ON MARCH 7, 1978 IN
THE AMOUNT OF $7,071.01 FROM FUNDS
PREVIOUSLY ALLOCATED FROM THE CONTINGENT
FUND.
WHEREAS, the City Commission on January 11, 1978
by Motion No. 78-15 directed the City Manager to prepare
bilingual fact sheet on the subject of Rapid Transit and
a
the
$15,000,000 Storm Sewer Bond Election to be distributed to
all registered voters; and
WHEREAS, the City Commission by Resolution No. 78-64
dated January 24, 1978 had allocated funds for this purpose from
the Contingent Fund; and
WHEREAS, there was insufficient time to obtain com-
petitive bids for the furnishing of the said fact sheets; and
WHEREAS, the City Manager waived the normal
bidding procedure in the emergency purchase of the fact sheets
from Ace -Parker, Inc. for a total cost of $7,071.01;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISS O' OF

Section 1. The action of the City Mat'�U. nager in waiving
the normal bid procedure and authorizing the emergency purchase
of bilingual voter fact sheets from Ace -Parker, Inc. in the
amount of $7,071.01 with funds therefor previously allocated
from the Contingent Fund for distribution to all registered
voters prior to the specialmunicipal election on March 7, 1978,
is hereby ratified, approved, and confirmed.

The City Commmission by Motion No. 78-15 dated
January 11, 1978 directed the City Manager to
prepare bilingual fact sheets on the Rapid Transit
System and the proposed $15,000,000 Storm Sewer
Bond issue and distribute them to all registered
voters prior to the Special Election scheduled
for March 7, 1978.
By memo dated February 2, 1978, the City Manager
waived the normal bidding procedures because time
would not permit obtaining bids, and a Purchase
Order was issued to Ace -Parker, Inc. in the amount
of $7,071.01 to cover the cost of printing.
It is recommended that a resolution be passed
ratifying and confirming the action of the City
Manager.
