HomeMy WebLinkAboutR-78-0230RESOLUTION NO. 7 8 " 2 30 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELECT A CONSULTANT AND NEGOTIATE A CONTRACT TO CONDUCT A FEASIBILITY STUbY FOR A MULTI., PURPOSE SPORTS ARENA IN bOWNTOWN MIAMI. WHEREAS, the City of Miami is desirous of providing cultural entertainment facilities in the Downtown area; and WHEREAS, Dade County has expressed an interest in supporting the construction of a multi -purpose sports arena in Downtown Miami; and WHEREAS, such a facility would support further economic development and revitalization within the core area. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the City Manager is authorized to seek consulting services to conduct a study of feasibility of a multi- purpose sports arena in Downtown Miami. Section 2. That the City Manager is further authorized to contact Dade County and the Downtown Development Authority for financial support in the conduct of such a study. Section 3. That the City Manager is further authorized to negotiate a contract for the conduct ofa feasibility study in Downtown Miami with the City's participation in such a study not to exceed $15,000. The County Orange Bowl Resource Review Committee, currently studying alternative locations for sports facilities, is focusing on Downtown Miami as a prime location for a multi -purpose arena. Recently, the County Manager suggested serious consideration be given to locating an arena in the Government Center. The construction of a multi -purpose sports arena in the Downtown area would provide a much needed addition to the cultural and entertainment facilities in Downtown and would relate well to the City's conference center project. Recent projects of this type in other cities have ranged in price from $15,000,000 to $25,000,000, and some have required public partici- pation during the initial years of operation. A number of alternatives for operation and management exist depending on financing sources and sports franchise availability. Other arena projects around the country have resulted in spin-off private development depending on location and design for multiple use. There appears to be considerable interest from both the public and private sectors in the development of a multi -purpose sports arena in the Downtown area. If we and Dade County are to proceed with this effort, a feasibility study will be necessary in order to determine 1) appropriate size, 2) location, 3) financial commitment for operation, if any, 4) financial commitment for construction, if any, 5) market demand for use, and 6) feasibility of revenue bonding. It is my recommendation that the City, in order to support and expedite the work of the County Orange Bowl Resource Review Committee, proceed to seek consultant services for the conduct of a feasibility study for a multi -purpose sports arena. The cost of this project should not exceed $25,000 and is an eligible Community Development expense under economic development. I would further recommend that we seek participation from the County and the Downtown Development Authority and that the City's portion of this project be set at a maximum of $15,000, with the remainder coming from the County and/or the Downtown Development Authority. The feasibility study will probably require 90 days for completion after a contract has been negotiated. 7;30
