S5TH TERRACE; USING FUNDS THEREFOR FROM 3RD YEAR FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. The City Manager is hereby authorized to negotiate an agreement with Carlene Jabs, Architect, to pro- vide professional and technical services for the removal of architectural barriers from 2 City pools - Special Projects for Elderly and Handicapped, Target Area -Wide Removal of Architectural Barriers - Curtis Park Swimming Pool, 2300 North River Drive, and .Iorningside Swimming Pool, 850 NE 55th Terrace, with funds therefor to be allocated from 3rd Year Federal. The target locations selected were, Curtis and Morningside pools. The locations were weighted as to demographic balance, proximity to medical and rehabilitation centers and over-all condition of the pools themselves. The funds for this project will come from a Third Year Community Development Block Grant, which provided S90,000 for the removal of architectural barriers to City pools. This resolution is the result of meetings held by Parks and Recreation, Community Development and Public Works staff. Qualified professional architectural firms responding to a public notice, were interviewed by a special ad -hoc Architectural Screening Committee. The final three (3) firms selected to appear before the Committee were: Russel, Martinez and H.H. Architects, Inc., Steven B. Schwartz, Architect, and Carlene Jabs, Architect. The selection of these three (3) firms was the culmination of interviews based on verifiable qualifications, technical expertise, and enthusiasm. Agenda: 9:00 - 9:30 a.m. Committee discussed specific points of interest and questions to be raised. before the individual firms. Topics consisted of fees and costs related to the budget. Approximately 9:30 a.m. Committee met with the firm of Russel, Martinez and Holt. A slide presentation followed along with the discussion of proposed services with a $9,500.00 upset price for fees. 10:15 a.rn. the Committee then met with Mr. Steven B. Schwartz, Architect. Mr. Schwartz did not have a prepared presentation. Ile discussed various aspects of the project proposing a fee rate from 5';"' to 9;''. 11:00 a.m. the Committee then met with Ms. Carlene Jabs, Architect. Ms. Jabs exhibited to have a very well researched presentation. She had made several field trips to the pools in question and submitted to the Committee sdiematic drawings for the proposed work. Her fee rate was from 47!, to 7% 11:40 a.m. the Committee concluded its session by carefully reviewing the pre- sentations of the three firms and by having each Committee member vote for the firm they thought could best undertake this project. The Committee voted unanimously for Ms. Carlene Jabs. Mr. Eugene O'Brien who is the manager in charge of this pro- ject, abstained from the vote in order for complete objectivity to he established. The purpose of this meeting was to select an architectual firm to complete the specification requirements for proposed construction at two (2) City pools. The members of the Committee in attendance at this meeting were: Max Forman, Coordinator, Programs for the Exceptional, Kevin Smith, Program Manager For The Exceptional, Julio Lorenzo, Information Specialist, Eugene O'Brien, Project Manager, Programs for the Exceptional, James Thomas and Tony De La Luz from Com- munity Development, Sara Powell, Coordinator, Parks and Recreation, and Earl Mittmen from Public Works. The meeting lasted for approximately three (3) hours. On the agenda for the meeting were three seperate 45 minute interviews with representives from three (3) architectual firms that were chosen from a wide selection of cani- dates. Several weeks prior to the meeting qualified professional architectual firms re- sponding to a public notice, displayed in the Miami Herald Newspaper, requesting letters of interest, were given the opportunity to discuss this project with myself, Eugene O'Brien, Project Manager. The add stated: NOTICE ARCHITECTURAL FIRMS The City ni Miami is soliciting inquiries of interest from qualified proles- sionril architectural firms with some exposure to elimination of architectural borriers. The purpose of this federally funded undertaking is to remove all architec- tural borriers for physically handicopped individuals at city -owned pools. All letters of interest will be considered. Further details are available from the City of Miami, Parks and Recreation, Programs for the Fxceptional, Eugene O'Brien, 2600 South Boyshore Drive, Miomi, Florida 33133. All let- ters of interest muss he r.r.ruvrd by 5 00 p m October 77, 1977. The conversations regarding this Project were extensive, among the topics discussed were, qualifications, procedual requirements of working municipii Lies, federal, State and Municipal Code requirements for harrier free designs, capacity for under- taking the work relative to this Project, cost estimates in relationship to the budget. Additionally the candidates apparent enthusiasm was judged during these interviews because I felt this was an important ingredient necessary to the successful completion of this particular Project. Schwartz Architect, and Carlene Jabs Architect. The selection of these three (3) firms was the culmination of interviews based on verifiable qualifications, technical expertise, reasonableness, and enthusiasm. On Friday, December 16, 1977 at 9:00 a.m. the Architectual Screening Committee met at the Connni ttee of the Whole ROOM at City Hall from 9:00 to 9: 30 a.m. The Committee discussed financial scheme arrangements, under consideration were two (2) formulas, a flat percentage rate, and a floating percentage rate based on the amount of work performed. An example of this would he, the architect making on the spot inspections etc. 1he architects fee would he higher under the second plan. 1 AORANDUM iax R, Forman Page throe December 214, 1977 At g.32 a.m. the Committee met with the firm of,Russel, Martinet and Holt, Architects, inc., their presentation showed a variety of arehitectual and planning project that they have completed. Their background and work are diverse. The iwms statement of proposed professional services generallyspeakng, was very appropriate, and well researched, Rased upon a $100,000,00 budget for construction, the firm proposed a $0,500.0o upset price for the services that they outlined, The Committee deemed that this firms quoted fee was to high and the attention to detail regarding this project night be overlooked by a firm of this size. The second candiate to meet the Committee was Steven B. Schwartz Architect, Me. Schwartz has good credentials, but it was quite evident to the Committee that he had not researched the scope of this Project very well. Mr. Schwartz did not proceed in a straightforward manner, in regards to the service he could offer nor in relation to a final fee that ranged from S;% to 9%. The Committee felt that Mr. Schwartz administration of the construction would be accomplished in a fragment- ary way. Mr, Schwartz also had no history of any affirmative action program for minority participation. The third candiate to meet the Committee was Carlene Jabs, Architect. Ms. Jabs presentation was very well researched. Ms. Jabs made several field trips to Curtis and Morningside Pools and presented to the Committee, outline and schematic drawings for the proposed work. Ms. Jabs also seemed to have a greater professional commit- ment to renovations for the Project. Ms. Jabs credentials were very good. Having worked with large firms on major projects, before establishing her own firm, several years ago. Additionally, Ms. Jabs perspective seemed very progressive and concerned with attention to detail. Ms. Jabs plans for retrofitting Curtis Pool were in gen- eral, quite well thought out. Based upon a $100,000.00 budget for construction her proposal was the lowest between 4% and 7%, depending on which fee formula is decided upon. At 11:40 a.m. the Committee discussed the presentations of the three (3) firms. Then each Committee member voted on who they thought could best serve the City of Miami interests, in relation to this Project. The unanimous opinion of the Committee was Carlene Jabs. This survey will be based on an analysis of all factors which affect use of the pools by the disabled, including sensory, mani- pulatory and ambulatory disabled. The survey will include inspection and study of the architectual, structural, electrical, mechanical plans as well as a sur- vey of the physical facilities. Additional, appropriate persons might be inter- viewed to determine any problems which are not apparent by review of the facili- ties. Based on these surveys and interviews (interviews are optional), recommen- dations would be made to the Project Manager, to correct inadequate conditions. The architect will then produce schematic drawings in accordance with the 90,000 dollar budget. All schematic designs drawings will be in accordance with legal requirements and recommended standards set forth in the south Florida Building Code regulations governing criterion for making buildings and facilities usable by the handicapped; as'established by Ordinance Number 57-22 and amended by Ordin- ance 74-18. Administration of construction will not be provided by the architect. The architect will have the responsibility for the following: A. Site: Provide parking for disabled minimum 12'-0" within close proximity to main entrance or within radius of a predesignated entrance, that might be situated at a more convenient location. Provide international wheelchair symbol signaqe for wheelchair parking with curb cuts (curb cuts will be designed to warn the blind) and ramp serving same - if needed. Ramp shall be maximum 1:6 or 16.6% gradient and recommended 1:12 or 8.3% slope. Provide 5' - 0" wide access walk to entrance. Such width will permit two wheelchairs to (lass and one wheel cah i r to make 180 degree turn with- out backing up. Walk 4' - 0" width will permit one wheelchair and walk- ing person to pass. 4 Provide ramp in addition to steps to main entrance. Ramp shall he maxi- mum slope 1:12 or R.3". It shall be 5' -0" rninituum width with maximum length of 30' without intermediate level landings (applicable at Curtis Park only). Provide level platform in front of all doors. Methods of assisting entry and exit from pool shall also be studied. Most desirable method would initially appeir to he a ramp. A ramp with a special chair on rail pulled by mechanical machinery might be a possibilit.y. Based on the proceeding outline of the work needed at these two facilities and in accordance with the $90,000 budget for construction and City approval , the archi- tect would prnnnie a price of 5.5 or iI/.g50 for• the indicated services outlined above. This will be the final fee for professional architectual services. After the signing of thr contract documents by the architect the final completed schematic drawings will he expected in on days or less.
