WHERIAS, the City Commission adopted Ordinance No. 8716 of
October 26, 1977, establishing resources and appropriations for
the implementation of capital improvements in the City of Miami,
Florida, for the fiscal year ending September 30, 1978; and
WHEREAS, the City Commission adopted Ordinance No. 8734 on
January 11, 1978, and Ordinance No. 8745 on January 24, 1978, amend-
ing Section 1 of Ordinance No. 8716; and
WHEREAS, the City Commission adopted Resolution No. 77-915 on
December 15, 1977, accepting a reimbursement grant of up to $25,000
from Dade County for the repair -reconstruction of the South Grove
Bicycle Path, for which the City will be responsible for funding the
cost of engineering and design services, supervision of construction,
the relocation of existing walls and other costs incidental to the
project from Highway Bond Funds anticipated to cost a maximum of
$5,300; and
WHEREAS, bids were received February 2, 1978 for South Grove
Bicycle Path Modifications and additional funds in the amount of
$7,200 is needed to proceed with the project;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. Section 1 of Ordinance No. 8716, adopted October 26,
1977, as amended, is hereby further amended in the following particulars;

Section 2. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.
Section 3. If any section, part of section, paragraph, clause,,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

Amendment to Ordinance
Attached is an Amendment to the Capital Improvement Appropriations
Ordinance for additional funds from the General Obligation bond
fund to award a contract for the South Orove Bicycle Path
Modifications.
Our total estimated cost for this project was $30,300 with funds
coming from the Highway General Obligation Bond account. $25,000
of this amount was to be reimbursed to the City by bade County
through a special bikeways grant. The remaining $5,300 would be
funded by the City and would pay for such items as engineering and
design services, supervision of construction, the installation of
a new concrete block wall and other costs incidental to the project.
Bids were received on rebruary 2, 1978 with the low bid at $33,135.00.
If awarded, this bid would bring the total project cost including
incidentals to $37,500. This figure represents $7,200.00 more than
that allocated in the Appropriations Ordinance.
The reason for our low estimate can be attributed primarily to the
difficulty in estimating unit costs on small projects. Based on
conversations with the project's bidders, we had apparently under-
estimated the amount of "hand work" necessary for clearing and grub-
bing operations. The cost for this work was included in the unit
price for the asphaltic concrete base item of the bid Proposal,
which we had 'estimated at $6.00 per square yard. Unfortunately,
this item was bid at $9.00 per square yard by the low bidder. The
total difference in cost between our estimate and the low bid for
this item alone amounted to $5,025.00. A similar low unit cost
estimate occurred under the concrete block wall item in the
Proposal where we had estimated $15.00 per linear foot for construc-
tion, and the low bidder's submitted price was $34.00 per linear
foot. The total additional cost of this item was $2,470.00.

After a review of the plans and specifications and consideration
of the relatively mall ai2e of the project, we do not find that
we can make any changes that will significantly reduce construction
eatta of this improvement. For this reason we recommend that the
Appropriations Ordinance be amended to provide for additional fund
in the amount of $7,200 for construction of the South Grove Bicycle
Path Modifications and the project awarded to the low bidder.
