A RESOLUTION CONCERNING THE CANVASSING OE THE
RETURNS Of THE SPECIAL BOND ELECTION HELD MARCH
7, 1978 AND DECLARING THE RESULTS THEREOF
BE IT RESOLVED SY THE COMMISSION OF THE CITY OP
MIAMI, RLORIDA:
Section 1. The returns of the special bond
election held on March 7, 1978 having been received from
the election officials of each of the voting precincts
within The City of Miami and duly canvassed by the Commission,
the Commission hereby declares:
(a) Said election was duly and properly held and
notice thereof was duly given in accordance with law and
Ordinance No. 8737, entitled

(b) All actions and steps in connection with
adopted January 11, 1978.
INDEX
leading, up to said special bond election were duly, regularly
and lawfully taken and had and all applicable provisions of
the Constitution and statutes of the State of Florida and of
said Ordinance have been fully complied with.
(c) The inspectors and clerks of each election
precinct in said City have made returns to the Commission
of the results of the election in each such precinct on
the question submitted at said election.

(d) At said election there was submitted to the
4ualified electors of the City of Miami, Florida the
following question:
Shall bonds of The City of Miami, Florida,
in an aggregate principal amount not ex-
ceeding $15,000,000 be issued under the
provisions of Ordinance No. 8736 for the
purpose of paying the cost of STORM SEWER
IMPROVEMENTS in said City, such bonds to
be issued at one time or from time to time
and to mature in annual installments 2 to
20 years, inclusive, after the date of the
respective bonds, to bear interest at a rate
or rates not to exceed the rate provided for
in the statutes of the State of Florida and
to be payable from unlimited ad valorem
taxes?
(e) The following schedule correctly shows the
number of each of the election precincts in the City of
Miami, the number of electors entering the voting machine
booths for the purpose of voting, the number of votes cast
by qualified electors on the question for the bonds, and the
number of votes cast by qualified electors on the question
against the bonds:

(f) Eaeh qualified eleet t of the City of Miami
was given the opportunity of voting for Or against the
proposed bonds.
Section 2. tt is hereby found, determined and
declared that:
23,304 votes were cast by qualified electors for
and in favor of the issuance of bonds of The City of Miami
in an aggregate principal amount not exceeding $15,000,000
for the purpose of paying the cost of storm sewer improve-
ments in the City of Miami, and
14,450 votes were cast by qualified electors
against the issuance of said bonds.
PASSED AND ADOPTED this 9th day of March, 1978.

We enclose 10 copies of a resolution for the canvassing
of the returns of the special bond election to be held
March 7, 1978 and 10 copies of a resolution providing for
the issuance of $15,000,000 Storm Sewer Improvement Bonds.
The latter resolution, of course, is submitted for adoption
in the event the bond proposition is approved by the voters.
Please note that with respect to the resolution con-
cerning the canvassing of the returns of the election, the
space in page 2 and page 3 of such resolution should be
appropriately filled in and the results of the election
should be stated in Section 2 on page 4 of such resolution.

I, RALPH G. ONGIE, City Clerk of the City of Miami,
Florida, do hereby certify that all necessary legal steps in
connection with the conducting of a special City of Miami election
held on March 7, 1978, were followed, i.e,, logic and accuracy
tests were held on Friday, March 3, 1978, using dummy ballots
to determine that the computer was functioning correctly, and a
similar test was conducted beginning at 5 o'clock p.m. on election
night, Tuesday, March 7, 1978, and that all documents concerning
these logic and accuracy tests show the computer to be functioning
correctly and are in the possession of the Supervisor of Elections
of Metropolitan Dade County, under sealed vault.
I further certify that the aforesaid election was con-
ducted in accordance with the provisions of the "Electronic Voting
Systems Act, (F.S. 101.5601 through 101.5615).
