Morales Chief of Police (Through Channels Lieutenant Anthony Perez Commander Specialized Operations Section/Mounted Patrol DATE: October 27, 2025 SUBJECT: Horse Retirement (Ransom) REFERENCES : ENCLOSURES: FILE : I respectfully request to retire one of our police horses. Ransom was placed into the service of the City of Miami's Mounted Patrol Unit in 2016 and has served the City of Miami with distinction for over 9 years. Ransom is 21 years old and is no longer fit for police work as he suffers from equine anhidrosis, also known as dry coat syndrome. We have managed his condition in the past, but it has worsened with age. Upon your approval, Ransom would be retired to Officer Emesto Barquin of the Miami Dade Sheriffs Office. Officer Barquin previously worked for Sweetwater Police Department and rode Ransom while he was utilized as a Mounted Patrol horse for a brief period. Upon disbanding the unit, Sweetwater PD donated Ransom to the City of Miami's Mounted Patrol. Officer Barquin had always stated that he'd like to be reunited with Ransom whenever the day of his retirement came, as he had developed a close bond with him while they worked together. Officer Barquin's property has adequate acreage and is properly equipped to provide a safe and loving home for Ransom. The retirement of Ransom will allow him a better quality of life throughout his retirement while providing our department with the opportunity to replace him with a younger and healthier horse.
