A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO PREPARE AND PRESENT A REPORT TO THE CITY COMMISSION
IDENTIFYING THE SERVICES PROVIDED BY MIAMI-DADE COUNTY ("COUNTY")
TO THE CITY OF MIAMI PURSUANT TO TAXES AND FEES COLLECTED BY THE
COUNTY, INCLUDING AN ANALYSIS OF THE CITY OF MIAMI'S STATUS AS A
DONOR AREA CONTRIBUTING AN ESTIMATED $562 MILLION IN PROPERTY
TAXES TO THE COUNTY IN FISCAL YEAR 2025.
WHEREAS, the City of Miami ("City") seeks to ensure transparency, equity, and
accountability in the allocation and utilization of public funds collected from its residents and
businesses; and
WHEREAS, Miami -Dade County ("County") collects approximately 29% of every
property tax dollar paid by City residents and businesses, amounting to an estimated $562
million in Fiscal Year 2025; and
WHEREAS, the City has long been considered a "donor city," contributing more in tax
revenues to the County than it receives in direct services; and
WHEREAS, many County services funded by these revenues primarily benefit
unincorporated areas, while City residents may see limited direct return on their contributions;
and
WHEREAS, a comprehensive analysis of County services provided to the City is
necessary to inform future policy decisions and ensure fair treatment of City taxpayers;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

adopted by reference and incorporated as if fully set forth in this Section.
