WHEREAS, the City of Miami ("City") seeks to ensure transparency, equity, and accountability in the allocation and utilization of public funds collected from its residents and businesses; and WHEREAS, Miami -Dade County ("County") collects approximately 29% of every property tax dollar paid by City residents and businesses, amounting to an estimated $562 million in Fiscal Year 2025; and WHEREAS, the City has long been considered a "donor city," contributing more in tax revenues to the County than it receives in direct services; and WHEREAS, many County services funded by these revenues primarily benefit unincorporated areas, while City residents may see limited direct return on their contributions; and WHEREAS, a comprehensive analysis of County services provided to the City is necessary to inform future policy decisions and ensure fair treatment of City taxpayers; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby directs the City Manager to prepare and present a detailed report to the City Commission identifying all services provided by the County to the City pursuant to taxes and fees collected by the County. Section 3. The report shall include, but not be limited to: • The types, scope, and frequency of services rendered by the County within City limits; • The estimated annual tax revenue collected by the County from City residents and businesses; • A comparison of services received versus contributions made; • Any interlocal agreements or mandates governing service delivery. Section 4. The City Manager shall present the report to the City Commission within sixty (60) days from the adoption of this Resolution. Section 5.
