RE: RECOMMENDATION OF THE AUDITOR SELECTION COMMITTEE FOR RFP 25-07 —
EXTERNAL AUDIT SERVICES
Dear Mr. McQueen,
As Chair of the Auditor Selection Committee ("Committee") for the above services for the
Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA"), it is my
responsibility to offer the findings and recommendation of the Committee.
The SEOPW CRA issued RFP #25-07 for External Audit Services on October 29, 2025 and the
two (2) responses received on November 4, 2025 were deemed responsive. The Committee,
appointed by the SEOPW CRA Board of Commissioners ("Board"), met on November 17, 2025
and was comprised of:
1. Chairwoman Christine King (Chair)
2. Mr. Tyrone Coverson (Member)
3. Ms. Chanel Jefferson (Member)
Following discussion, evaluation and deliberation of the two (2) proposals received, the
Committee recommends the following rank order:
1. Richie Tandoc, P.A.
2. HCT Certified Public Accountants and Consultants, LLC
Should contract negotiations fail with the top ranked firm, the Committee recommends the
SEOPW CRA negotiate with the second ranked firm. Upon successful contract negotiations, the
recommendation from the Executive Director to the Board, seeking permission to authorize and
execute a written agreement will be presented at the meeting on November 20, 2025.

On October 24, 2025, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA")
issued Request for Proposals ("RFP") #25-07 for qualified audit firms to assist the SEOPW CRA in performing
the necessary financial audit services, as required by Section 218.39, Florida Statutes, and in accordance with
government auditing standards, as adopted by the Florida Board of Accountancy. On November 4, 2025, the RFP
deadline, the SEOPW CRA received two (2) responses from the following proposers:
1. HCT Certified Public Accountants and Consultants, LLC; and
2. Richie Tandoc, P.A.
On November 17, 2025, the Auditor Selection Committee consisting of: Chairwoman Christine King, Mr. Tyrone
Coverson, and Ms. Chanel Jefferson ("Committee"), held a publicly noticed meeting to review the subject RFP
and evaluate the above -named responses.
The Committee ranked the proposals as follows:
Top Ranked Firm: Richie Tandoc, P.A.
2"d Ranked Firm: HCT Certified Public Accountants and Consultants, LLC
It should be noted that after the meeting, it was discovered by SEOPW CRA Staff that an evaluation sheet
completed by a Committee member was marginally non -identical to the others. However, this was a harmless
error that did not affect the fairness or the outcome of the Committee's final ranking.
Moreover, in consideration of upcoming deadlines to execute the above services, the cost of further delays (e.g.
re -advertising notices, repeating evaluations, etc.) outweighs the need to reconvene to cure the single Committee
member's sheet. Furthermore, according to the total points calculated, the result would be the same.
