PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") meeting of the Southeast
Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is scheduled to take
place on Thursday, November 20th, 2025, at 10:00 AM or thereafter, at Miami
City Hall, 3500 Pan American Drive, Miami, Florida 33133.
Pursuant to CRA-R-24-0071, whenever a scheduled SEORN CRA meeting is cancelled or is
not held due to a lack of a quorum or other emergency, a special SEOPW CRA meeting will
be automatically scheduled for the Tuesday immediately following the cancelled meeting. In
the event of one of the aforementioned circumstances, the special meeting would be held on
November 25th, 2025, at 10:00 a.m. in the City Commission chambers located at Miami City
Hall, 3500 Pan American Drive, Miami, Florida 33133. All of the scheduled agenda items from
that cancelled meeting shall automatically be scheduled as an agenda item at the special
SEOPW CRA meeting. The Clerk of the Board shall notify the public of the special meeting
that is to take place by placing a notice of the special SEORN CRA meeting at the entrance of
City Hall and the City of Miami's main administrative building, placing a notice on the SEOFW
CRA's website, and, if feasible, placing an ad in a newspaper of general circulation before the
special meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special SEOPW
CRA meeting.

separate domestic vio-
lence cases this week
alleging the deputy shoved
a pregnant woman down a
flight of stairs and the cop
fractured an older per-
sona shoulder.
Hollywood Police Lt.
Osvaldo Perez is facing
charges of aggravated
battery on a person 65
years of age or older and
battery on a person 65
years of age or older. Bros
ward Sheriffs deputy
Randall Satnilos is facing
charges of aggravated
battery and criminal mis-
chief.
Peres turned himself
into the Broward Main jail
and was released, while
Saialw still remained
there as of Wednesday
night.
FRACTURED SHOULDER

an argument with a preg-
nant woman that escalat-
ed into violence, accord-
ing to the Froward Sher-
iffs Office.
The screaming match
stemmed from Saintilus' Saintilus Perez
infidelity, ISO says, but at
some point during the
argument he caused the
woman to fall down a
staircase and in rare her
back. Deputies were called
and nrshed over to the
scene.
As detectives probed,
they also learned Saintilus
had previously broken her
phone, and witnesses said
there had been past cases
of domestic violence be-

according to the Miami -
Dade Sheriffs Ogre.
Jeremiah Longsworth,
Jakari Hardaway and Ray-
mond Araloce are in jail in
connection with the crime
and have been charged
with semddepee murder
with a firearm, conspiracy
to commit murder with a
firearm and attempted
felony murder with a fire-

The shooting happened
Jac. 14, 2022, near Zoo
Miami. Shandler Antoine
Beatnbien, 27, who oho
went by Wavy Navy Pooh,
was driving a car with his
two children and his girl-
friend made when the
shooting happened.
The two children and the
girlfriend were unharmed.
According to an affidavit,
the family was at the zoo
for one of the children's
birthdays
According to an arrest
affidavit, the three suspects
followed the family leading
up to the shooting. The
suspects waited in the zoo
parking lot for the family to
leave, then followed them
after they left
An MDSO sergeant was
at the acme stoplight as the
family and the suspects
when he saw one of the
suspects open fire toward
the family's vehicle, the
affidavit said The sergeat
followed the suspects and
attempted to stop them, but
they sped off. The vehicle,
a feats rental, war found
unoccupied at an apart-
ment complex in Sunrise.
The sergeant said there
were at heart 80 bullet
cuing at the scene.
According to Hardaway's
arrest affidavit, he was
arrested on February 16,
2022, after a traffic stop.
MDSO said there were
several firearms in the
vehicle.
At that time, his cell -
phone was no confiscated
and it bad a text menage
en it that read "Navy wet"
after the shooing took
place
On November 5, 2025,
Hardaway was picked up
from the Miami -Dade
pre-trial detention center
and taken to she homicide
bureau for an interview.

Hardaway said he didn't

phone number, despite
being shown the evidence.

NOTICE OF PUBLIC NEARING
PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the
Southeast Overtown / Park West Community Redevelopment Agency ("SEOPW
CPA") will hold a Public Hearing meeting on Thursday, November 201h, 2025, at
1000 AM., or anytime thereafter, in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133.
The Board will consider the allocation of funding to Block 45, LLC, •
Plorlda Limited Liability Company ("Grantee"), for project
construction costs associated with a large-scale, mixed -use development,
which is anticipated to include a retail center, containing approximately 24,000
net square feet of commercial/retail space and approximately 616 residential
snits, at 152 Northwest 8th Street, Miami, Florida, 33136 (Folk) No.
01-0104-050-1010).
In accordance with the SEOPW CRA 2018 Redevelopment ent Plan Update ("Plan")
and Section 163, Florida Statutes, the Board will consider awarding a grant to
Grantee, in an arrant not to exceed Ten M111k)n Dollars and Zero Cents
IIS10,000,000.00), to be funded by a portion of the proceeds from the
Issuance of the 2025 Series Bonds[1 ] as consideration for setting aside a
number of affordable residential units.

This action is being considered pursuant t0 Section(s) 18-85 and 18-86 of the
Code of the City of Miami, Florida as amended ("City Code"). The
recommendation and findings to be considered in this matter are set forth in
the proposed resolution and will be available as with the scheduled SEOPW
CRA Board meeting or anytime thereafter in the City Commission chambers.
The Board requests all interested parties be present or represented at the
meeting, and may be heard with respect to any proposition before the Board

PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the
Southeast Overtown / Park West Community Redevelopment Agency ("SEOPW
CRA") will hold a Public Hearing meeting on Thursday, November 20th, 2025, at
10:00 A.M., or anytime thereafter, in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133.
The Board will consider the allocation of funding to Block 45, LLC, a
Florida Limited Liability Company ("Grantee"), for project
construction costs associated with a large-scale, mixed -use development,
which is anticipated to include a retail center, containing approximately 24,000
net square feet of commerciaVretail space and approximately 616 residential
units, at 152 Northwest 8th Street, Miami, Florida, 33136 (Folio No.
01-0104-050-101 O).
In accordance with the SEOFW CRA 2018 Redevelopment Plan Update ("Plan")
and Section 163, Florida Statutes, the Board will consider awarding a grant to
Grantee, in an amount not to exceed Ten Million Dollars and Zero Cents
($10,000,000.00), to be funded by a portion of the proceeds from the
issuance of the 2025 Series Bonds[1] as consideration for setting aside a
number of affordable residential units.

Growing up in the Mid-
west, Zach Everett saw
gambling u little more
than a fun diversion. He'd
play poky with friends and
go to the racetrack with his
father. It wasn't until 2019,
just after he moved
Denver, that the problems
started
That year, Colorado
voted to legalize sports
betting. The salary from his
job wasn't enough to cover
the rent. Maybe, he
though, he could make up
the difference by betting
on spats online.
He scud with sports
and teams he knew well -
partiadady his favorite
basketball team, the Min-
nesota Tuhbenwolves - but
by 2021 he was betting on
anything he could, once
winning S55,000 on a golf
tournament, then losing it
all over the next two days.
"I didn't even know that
was possible," he said.
Inroad of stopping, he
made more bets he
couldn't cover and took out
loam from friends and
family who Imwittingy
supported his habit.
It didn't take long for
Everett to realize he had a
problem But when he
visited support groups, he
typically didn't ore anyone
like him. Often, the gam-
blers were much older and
talked of playing blackjack
and poker in Las Vegas.
How could he explain the
temptation of having a
sportsbook on his phone,
right in his back pocket?
"Those people are casi-
no gamblers that are 10
years dean," Everett, 31,
said. "They don't even
know what a DraBgings

unt is."
Since 2018, when the
Supreme Cant struck
down a law prohibiting
spats betting in most
states, spot Ifahlhhhh as
transformed into a ligh-
ted, multibillion -dollar
industry, but the spaces for
support and treatment have
remained largely the same.
Experts say not enough
people are calling the toll -
free numbers meant to
help, and fewer go to ther-
apy or make it through
recovery program.
Therapists, researchers
and recovering gamblers
have begun to wonder if it
is time to consider differ-
ent approaches to address-
ing tie problems specific to
online gambling.
Representatives from the
gambling industry say that
they are committed to
helping problem gamblers.
The companies spend
millions of dollars promot-
ing responsible betting,
and most of the sate funds
used on addiction recovery
come from rues on
gambling.
"Creating problem gam-
blers is rota sustainable
and durable opportunity
for this industry," said Jae
Maloney, a spokesperson
for the American Gaming
Association

inpatient programs, out-
patient programs and every
support group he could
find But he always found
his way back to the gam-
bling apps.
And so he relapsed.
Then relapsed again, un-
able to find a solution that

nized by the Diagnostic
and Statistical Manual of
Mental Disorders that isn't
a chemical dependency.
But defusing his difficult.

THE SEARCH FOR HELP
By 2024, Everett was 29,
with no car and no job. His
wife had kicked him out of
his house, and he was
attending three or four
Gamblers Anonymous
meetings a week, often
virtually. But none of it
quite clicked
Then, late last year,
someone suggested he try
a new weekly meeting,
affiliated with GA, lust
outside Denver. Started by
a Conner mixed martial arts
fighter, the group was
nicknamed the Young
Person's Gamblers Anony-
mous It was a different
kind of group in one key
way. It catered mostly to
people whose problems
stemmed from online
sports betting apes.
On the surface, it used
the Same 12 steps, the same
books. It even took place in
a thumb building. But to
Everett, it felt different It
wasn't lust that the others
understood the lingo
(though they did). Or that
t m (ong teeny hadj u-
was that they dressed and
talked Eke him. They
laughed more. Most of
them had gotten into gam-
bling after 2018 and had
crashed out only in the
previous year.
Jamie Glick, the presi-
dent of the Problem Gam-
bling Coalition of Col-
orado, a nonprofit organi-
zation that connects gam-
blers with treatment, says
that recognizing yourself in
the people mound you is a
crucial dement to effective
recovery, find one that's
often missing from therapy
and support groups.
"This addiction happens
in isolation," Glick said.
"It's once people find com-
munity that things
change."
At the meetings, Everett
said he was mum honest
than he had been before
He told them about how he

PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board' of the
Southeast Overtown / Park West Community Redevelopment Aciencv ("SEOPN
CRA"1 will hold a Public Hearing meeting on Thursday, November 20th, 2025, at
10:00 A.M., or anytime thereafter, in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133.
The Board will consider the allocation of funding to F.S.N. Holdings LLC, a
Florida Limited Liability Company ("Grantee"), to support the critical
property upgrades of the two-story building, located at 1127 Northwest 1st
Place, Miami, Florida, 33136 (Folio No. 01-3136-009-1950), for
the creation of long-term affordable housing and local revitalization.
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update ("Plan")
and Section 163, Florida Statutes, the Board will consider awarding a grant to
Grantee, in an amount not to exceed Two Hundred Thirty -Six Thousand
Six Hundred Fifty Dollars and Zero Cents (S236,650.00).
All comments and questions with respect to the meeting and public
participation should be addressed to James D. McQueen, Executive Director,
or Vincent T. Brown, Esq., Staff Counsel/Deputy Director, at 819 N.W. 2nd
Avenue, 3rd Floor, Miami, Florida 33136 or (305) 679-6800.
This action Is being considered pursuant to Section(s) 18-85 and 18-86
of the Code of the City of Miami, Florida as amended ("City Code"). The
,c x,mmendation and findings to be considered in this matter are set forth in
the proposed resolution and will be available as with the scheduled SEOPW
CRA Board meeting or anytime thereafter in the City Commission chambers.
The Board requests all interested parties be present or represented at the
meeting, and may be heard with respect to any proposition before the Board
in which it may take action. Should any person desire to appeal any decision
of the Board with respect to any matter considered at this meeting, that person
shall ensure that a verbatim record of the proceedings is made, including all
testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to CRA-R-24-0071, whenever a scheduled SEOPW CRA meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a
special SEOPW CRA meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the
aforementioned circumstances, the special meeting would be he on
November 251h, 2025, at 1000 a.m., or anytime thereafter, In the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special
SEOPW CRA meeting. The Clerk of the Board shall notify the public of the
special meeting that is to take place by placing a notice of the special SEOPW
CRA meeting at the entrance of City Hall, placing a notice on the SEOPW CRA's
website, and, if feasible, placing an ad in a newspaper of general circulation
before the special meeting on the immediately following Tuesday. There shall

member force, left the

staffed, with about 40
employees in a department
budgeted for 50. The po-
lice department has in-
creased its workforce but
is still short of officers.
Employees have even
suggested that Hialeah
might be better served by
joining county -war depart-
ments, an idea Calvo firm-
ly rejects.
"1 understand that resi-
dents might not be satis-
fied tight now, but over
these next four years, it's
about improving services,
reducing costs, and ensur-
ing people are more satis-
fied than they are today,"
Calvo said. "I don't think
the path should be to hand
thing over to the catty,
unless it's the only op-
tion.*
Calvo says his broader
plan also include, tattling
retention by creating work-
force housing for first
responders. He is eyeing a
55-acre parcel of city -
owned land behind the
police station at 900 E.
56th St, the city's only
remaining undeveloped
property. His proposal
would transform it into
subsidized housing for
police, firefighters and 911
operators.
"We cant necessarily
give a 30% raise to be
competitive, but we can
offer a highly subsidized
aparwen4 if not free,"
Calves said. "That will, I
believe, retain many em-
ployees, bemuse 50% of
anyone's salary here in
Miami -Dade County goes
toward hosing."
The land was previously
tied to a different vision.
Under Bovo's adminia-
wtion, Terra Group, a
South Florida developer,
submitted an unsolicited
proposal to build a new
city hall on 20 acres and
lease the remaining 35
acres for 99 years to devel-
op a 723,060-square-foot
"logistics and technology
facility." No public update
on the project has been
released since 2023, and
the land remains vaant.
POLITICALTRANSITION
Calvo won the mayoral
election 32 percentage
points ahead of his nearest
opponent, but the cause
may not make it easy for
him to advance his agen-
da. Councilman Cad Zog-
by was the only member to
endorse him. Two addi-
tional council seats will be
decided in a Dec. 9 runoff,
but Calvo has not said
whether he will support
any of the candidates.
Councilman Jesus TYudi-
dor's seat will became
vacant when Caho is
sworn in, as he resigned
effective that date to rim
for mayor.

Calvo's path into politics
began early. His mother,
Edith, told the Herald she

is the youngest of her
children. His father, Guil-
lermo, did 18 days before
the election. Calvo credits

course during his first year

his interest in government.
"That was realty the turn-
ing point," he said -

tration will focus on mak-
ing Hialeah a place where
both residents and city
employees want to say.
