McQueen Enclosures: Exhibit "A" Executive Director BACKGROUND: The Board of Commissioners ("Board") of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2018 Updated SEOPW CRA Redevelopment Plan ("Plan"). Founded in 1867, Howard University, a historically Black University ("Howard"), is uniquely positioned as one of the top research universities in the nation. As an institution of leadership and service, it values the importance of continuous, productive, and community -oriented growth. Today, Howard is strongly considering the establishment of a branch campus, right here in the Redevelopment Area, through its Chadwick A. Boseman College of Fine Arts. Bendixen & Amandi International, Inc., a Florida for -profit corporation ("Bendixen"), is a full -service management and communications consulting firm, specializing in qualitative and quantitative opinion research, and seeks financial assistance to deliver a rigorous evaluation of the project's feasibility and its economic impact on the community in support of the expansion ("Purpose"). Bendixen has submitted a request to the SEOPW CRA for a grant, in an amount not to exceed Three Hundred Twenty -Five Thousand Dollars and Zero Cents ($325,000.00). It is recommended that the SEOPW CRA Board authorize the issuance of a grant for the Purpose stated herein. The Executive Director has reviewed and vetted the request, in accordance with the objectives of the Plan. RECOMMENDATION: In light of the above -stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the SEOPW CRA as set forth in the City Code of Ordinances, as amended, specifically Sections 18-85 and 18-86 and the affirmation of these written findings and the forwarding the same to the SEOPW CRA Board by a four -fifths vote is respectfully requested.
