Two Tier Government Study
In accordance with City Commission Resolution 76-6700 we have sought
proposals from a variety of professional firms to undertake an
examination of Dade County/Miami two tier form of government.
Proposals were received from:
1. Strategy Research Corporation
2. Behavioral Science Research Corporation
3. Rent Watkins Associates, Inc.
4. Touche, Ross & Co.
5. Price, Waterhouse & Co.
6. Arthur Young & Co.
7. Public Administration Services
8. Charles Cawthra
Several firms were contacted who chose not to submit proposals.
The Administration has carefully reviewed the qualifications of
those firms who submitted proposals, and recommend we proceed with
a contract for services with companies in the following priority.
1. Touche, Ross & Co.
2. Price, Waterhouse & Co.
3. Arthur Young & Co.
This recommendation is based on Touche, Ross & Company's extensive
experience with the Toronto two tier form of government. While
other firms have had direct experience in various metro consolidation
forms of government, Touche, Ross & Co. has the most direct consoli-
dation experience to Miami/Dade significance.
Also, in keeping with the City Commission resolution in July, i.e.,
incorporating local expertise into this process, we will attempt to
link Touche, Ross with the University of Miami. The University of
Miami has recently completed a very extensive study of Metro Dade
including a detailed analysis of fiscal efficiencies of metropolitan
government and citizen satisfaction with various services. It is
anticipated that a maximum budget of $20,000 will be established
for this contract. The principal output of Touche, Ross and the
University of Miami will be to recommend ways of strengthening two
tier government in the Miami/Dade area.
