Day Care
In response to the question related to whether or not the quality of the Day Care
Program has declined since its transfer to this Department, we have established
the following procedures:
1) The overall issue of quality determination requires professional review.
To this end, I am attaching a letter to the United Way requesting their
assistance in conducting the analysis and the evaluation.
The United Way advises me, that, following receipt of the attached letter,
they will be pleased to assist us in this endeavor,
2) Our Public Opinion Center. a unit of our Citizen Participation Division,
will be conducting a telephone survey of parents who have had children
enrolled in the Day Care Program for a period in excess of the time that
Day Care has been part of our Department. The results of this survey will
be forwarded to Mr. Richard Fosmoen, Assistant City Manager, rather than
through me.
3) A teacher workday, that included a short form interview of the Day Care
personnel, was held on Thursday. February 16, 1978. The results of this
workday yielded the impression that the basic problems - that could be
related to the quality issue - were a shortage of staff and a shortage of
program materials and supplies. Why these shortages occurred and were not
rectified, has not been completely resolved.
An analysis of the funding for the Day Care Program - from all sources - is being
prepared. To a certain extent. some of the information required will be delayed
until the conclusion of the current Internal Audit and a reconciliation of the Day
Care accounts by the Finance Department. When this information is prepared. it will
be forwarded to you immediately.

During the Commission Meeting of February 9, 1978, some concerns were expressed
regarding the City of Miami's Day Care Program. Specifically, the questions
expressed were related to whether the quality of the program has declined
while funding has remained the same. The period of time under concern is the
past three (3) years.
It will be helpful if, considering the United Way's capabilities, you might
be able to assign a person or persons knowledgeable in Day Care Programs in
order to participate in a Day Care Evaluation Committee that would report
to the City Manager. It would be my intent to include, on this committee,
persons of similiar expertise to that of the United Way related to Day Care
Programs and their operations.
If this request can be accommodated, it will be very much appreciated and
certainly helpful to the City of Miami.
