AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 5
OP ORDINANCE NO. 8731, ADOPTED DECEMBER 16, 1977,
THE ANNUAL APPROPRIATIONS ORDINANCE POR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1978, AS AMENDED, BY
APPROPRIATING A $175,000 REIMBURSEMENT FOR THE
SCHOOL RESOURCE OFFICER PROGRAM FROM THE DADE COUNTY
SCHOOL BOARD, BY APPROPRIATING $33, 311 FROM THE 1976-77
FEDERAL REVENUE SHARING FUND BALANCE, BY DECREASING
THE DALLAS PARK ENTERPRISE FUND - CONTRIBUTION PROM
GENERAL FUND BY $16,423; BY DECREASING SPECIAL PROGRAMS
AND ACCOUNTS, JUDGEMENTS AND LOSSES BY $116,172; BY IN-
CREASING SPECIAL PROGRAMS AND ACCOUNTS, SOCIAL SERVICE
PROGRAMS IN THE FOREGOING AMOUNTS F01. A TOTAL OF $341,106►
FOR THE PURPOSE OF FUNDING SOCIAL SERVICE PROGRAMS; CON-
TAINING A REPEALER PROVISION AND SEVE1tABILITY CLAUSE,
WHEREAS, THE City Commission adopted Ordinance No. 8731
on December 16, 1977 establishing revenues and appropriations for
the City of Miami, Florida for the fiscal year ending September 30,
1978; and
WHEREAS, Ordinance No. 8731, as amended, appropriates
$10,261,852 for Special Programs and Accounts, of which $1,043,053
in Federal Revenue Sharing Funds was budgeted for Social Service
Programs; and
WHEREAS, the total allocations approved by the City Com-
mission for funding Social Service Programs amounts to $1,337,159
and, therefore,exceeds the amount appropriated for Social Service
Programs in Ordinance No. 8731 by $294,106; and
WHEREAS, the City Commission passed motions 78-98 and
78-112 on February 9, 1978 expressing an interest providing addi-
tional funding for two Social Service Programs entitled, "Nicky
Cruz Outreach" and "Coconut Grove Family Clinic" at a total cost of.
$47,000 (contingent upon the availability of funds); and
WHEREAS, the total program authorization for Social Service
Programs exceeds the 1978 budgeted amount for same by $341,106; and
WHEREAS, sufficient revenues have been identified to cover
the $341,106 allocation for Social Service Programs in Special Pro-
grams and Accounts from the following sources;

Section 1. Section 1 of Ordinance No. 87310 adopted
December 16, 1977, as amended, is hereby further amended, as follows:1/
"Section 1. The following appropriations are made
for municipal operations of the City of Miami, Florida
for the fiscal year.1977-78, including the payment of
principal and interest on all General Obligation Bonds.

Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected,
Section 5. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety and property of the City of
Miami, and upon the further ground of necessity to make the required
and necessary payments to its employees and officers, payment of
its contracts, payment of interest and principal on its debts,
