WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant fonds anticipated by the City of Miami, Florida and for corresponding City cash match requirements; and WHEREAS, Metropolitan Dade County's Office of the South Florida CETA Consortium has approved the grant request from the City of Miarni. for an "Out -of -School Youth Project" in the amount of $306,174; and WHEREAS, Metropolitan Dade County's Office of the South Florida CETA Consortium has approved the grant request from the City of Miami for a "Threshold Unit for Public Service Aides" program in the amount of $256,084; and WHEREAS, the appropriation of these grant awards will provide the legal base for the expenditure of funds for the purposes specified in the grant applications:, NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended as follows: 1/ "Section 1. If ariy section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the regaining provisions of this ordinance shall not be affected. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon further ground of necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. s � r. A grant of $306,174 was awarded for an "Out -of -School Youth project" for the period February 1, 1978 through September 30, 1978. This project, to be administered by the Department of Citizen Services, will provide employment for up to 179 out -.of -school and unemployed youth between the ages of 16 and 19 years of age. Each youth will receive work experience for 15 hours per week as an Assistant Aide with either the bade county School System or a private non-profit community -based organization. The objective of the project is to encourage each participant to acquire additional education through the school system and/or develop the desire to become proficient in a specific vocation. A grant of $256,084 was awarded for a "Threshold unit for Public Service Aides" Project for the period January 1, 1978 through September 30, 1978. This project, to be administered by the Police Department, will provide employment for up to 50 Public Service Aides. These youths will be educated to serve as closely supervised police-apprentices,whose sole function will be the performance of non -enforcement service tasks which currently consume a major portion of a full-time police officer's tour of duty. Concurrently, the Aides will be enrolled in college courses leading to an Associate Degree in Law Enforcement or a related field. The project has been in operation for four years. Recruitment of minorities has been stressed. More than 50% of the 115 applicants selected were from a minority group. Fifty of the Aides who previously participated in the project are currently employed with Law Enforcement Agencies. One recent graduate was selected as Officer of the Month by our Police Department. The attached proposed Ordinance would appropriate funds for the operation of these two CETA projects.
