Home My WebLink AboutR-78-0134RESOLUTION 7 8 1 3 4 A RESOLUTION WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF ELECTRONIC EQUIPMENT FOR AN ACCURATE INFORMATION MESSAGE PROJECT FOR THE DEPARTMENT OF POLICE AND ACCEPTING THE BID OF UNITED RECORDING ELECTRONICS INDUSTRIES AT A TOTAL COST OF $20,000,00; ALLOCATING FUNDS FROM LCAA GRANT N0►77- M-15- AE01; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDER FOR THIS EQUIPMENT, WHEREAS, the City of Miami has received approval from the State of Florida, Bureau of Criminal Justice Planning and Assistance, to procure electronic equipment for an Accurate Information Message Project frorn a single source; and WHEREAS, this project will be used by the Department of Police to relieve the police personnel from responding to requests for information that does not relate to a direct need for police services; and WHEREAS, the funds for this project be allocated from the L[AA Grant Fund No. 77-A4-15-AC01; and WHEREAS, only ono manufacturing firm, United Recording Electronic Industries, manufacturer; and distributes the aforesaid electronic equipment; and WHEREAS, the Pity Manager and the Department of Police recommend that competitive bidding be waived due to the unavailability of the aforesaid equip- ment from any other :source and the bid of United Recording Electronics Industries be accepted; and NOW, THEREFORE, BE I T RESOLVED BY THE COMM Sd fy rQI j 9l�U�EX f•IIAni, FLORIDA: r '� ITEM O. The equipment is manufactured and distributed by only one company, United Recording Electronics Industries. Approval for "sole source" procurement under LEAA Grants is required from the Florida Bureau of Criminal Justice Planning and Assistance. That approval has been granted. It is recommended that the award be made and a resolution be passed accepting the bid as received from United Record- ing Electronics Industries for furnishing the electronic equipment for the Accurate Information Message Project at a total cost of $20,000.00. The Department of Police concurs with this recommendation. Finance BID EVALUATION: United Recording Electronics Industries is the only manufacturer of this equipment. See attached "sole source" procurement approval from Florida Bureau of Criminal Justice Planning and Assistance. ADDITIONAL INFORMATION: The Accurate Information Message System, a bilingual tape cassette program, will automatically answer many inquiries on topics from Drug House to Residential Security, which have been compiled by medical and legal bar associations throughout the country, thereby relieving police personnel from responding to calls that do not require police service. RECOMMENDATION: IT IS RECOMMENDED THAT THE PURCHASE BE MADE FROM UNITED RECORDING ELECTRONICS INDUSTRIES. The Department of Police concurs.
