A RESOLUTION ESTABLISHING THE MIAMI ADVISORY
COMMITTEE FOR THE HANDICAPPED IN ORDER TO STUDY
THE WAY IN WHICH THE CITY'S HANDICAPPED CITIZENS
LIVE AND TO MAKE RECOMMENDATIONS TO THE CITY
COMMISSION REGARDING ACTIONS WHICH CAN BE TAKEN
BY THE CITY TO BETTER ASSIST ITS HANDICAPPED CITIZE,
TO LIVE MORE PRODUCTIVE AND ENJOYABLE LIVES. O R T!V E

WHEREAS, the City Commission is aware of the fact that there re many
people having physical and/or mental disadvantages which make achievement
unusually difficult in our society; and
WHEREAS, this Commission now wishes to create an advisory body, consisting
of persons who have knowledge of the many problems and difficulties faced by the
handicapped;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The MIAMI ADVISORY COMMITTEE FOR THE HANDICAPPED is hereby
created.
Section 2. The purpose of this Committee is to study the problems of handi-
capped citizens to discover how the City of Miami can assist them in overcoming
physical and institutional barriers in areas where
mitigated by City Commission action.

Section 3. The membership of this Committee is limited to 11 members and
may include (a) representatives of organizations or agencies dedicated to the
advancement of the handicapped and (b) individuals who have demonstrated their
dedication to the advancement of the handicapped. At least 5 members of the
Committee shall be handicapped. Members of the Committee shall work in or be perma-
nent residents of the City of Miami.
Section 4. The City Commission shall appoint the aforesaid 11 members to
serve for a period of 2 years. The City Manager may submit a list of nominees to
the City Commission. Appointments to fill any vacancy on the Committee shall be
for the remainder of the unexpired term of office. When any member of the Committee
fails to attend 3 consecutive meetings without good cause, as determined by a
majority of the Committee, the Chairperson shall certify the same to the City Com-
mission, and such member shall then be deemed to have been removed from office and
a vacancy created from such removal. All members area eligible to be reappointed

When any Vacancy occurs on the Committee, the remaining members of the
Cotttlittee May recomfend persons to the City Manager, who shall submit the same
to the City Commission in order to fill the vacancy.
Section 5. The members of the Committee shall elect a Chairperson, and a
Vide Chairperson, The Executive Secretary of this Committee must be a City of
Miami employee chosen by the City Manager and will be responsible for all communi-
cations to the City Manager. Six members will constitute a quorum necessary to
hold a meeting and to take any action, except removing a member under the provisions
of Section 4 hereof. The Chairperson shall set the date, time, and place of the
Regular Meetings of the Committee and shall notify the City Clerk at least 10 days
in advance of such scheduled meetings. Special Meetings may be called by the
Chairperson upon written notice to the City Clerk and all members of the Committee.
There shall be at least 6 Regular Meetings a year. Minutes shall be kept of all
meetings of the Committee, under the supervision of the Executive Secretary.
Section 6. The Committee shall have the following duties:
(a) To serve in an advisory capacity to the City Commission
and the City Administration in respect to all matters
pertaining to the status of handicapped persons, voca-
tional training for handicapped persons, establishment
of residential facilities in the community for handicapped
persons, transportation needs of handicapped persons and
attitudes toward
handicapped persons in the community, and to make reports
and recommendations concerning such matters.
(b) To serve as liaison between the City of Miami and the
handicapped persons of this community, including organiza-
tions dedicated to helping the handicapped.
(c) When mandated by the Commission, to study City of Miami
facilities, services, and programs dealing with or affecting
handicapped persons, and to consider the future needs of the
City of Miami with respect to such facilities, services and
programs.
(d) To consider specifically assigned complaints of alleged
discrimination against handicapped persons in the area of
City employment, or in any area which falls under the
jurisdiction of the City of Miami; including the design
of structures to be built in the City and the establishment
of recreational, service, and other facilities for the
handicapped; and the area of attitudinal barriers toward the
handicapped.
(e) To comment upon and review plans and proposals for the
coordination of the activities dealing with problems of the
handicapped.
(f) To perform any other activities as may from time to time
be assigned to the Committee to the City Commission.

(q) To prepare and submit an annual report oh the studies
and activities of the Committee to the City Commission.
Section 7. The powers and jurisdiction of the Cotri►ittee shall be purely
advisory, voluntary and persuasive. The Committee shall have no power to appoint
City officers or employees or to make policy decisions for or on behalf of the City
of Miami, or to manage, control or administer institutions or programs relating to
handicapped persons in the City of Miami.
Section 8. The Committee shall direct all communications and reports to
the City Commission through the City Manager via its Executive Secretary.
Section 9. The City Manager may, at his discretion, direct staff support
to assist the Committee from time to time in the execution of specially assigned
tasks.

The attached resolution abolishes the present Miami Advisory Committee For
the Handicapped. It creates an eleven (11) members advisory body with one
city employee acting as it's Executive Secretary. The purpose of this Committee
is to advise the members of the City Commission as well as the City Administration
on a continuing basis of the problems and difficulties faced by exceptional
individuals in their every day lives and to recommend future legislation and
policy that will hopefully lighten the burdens and problems that confront the
handicapped citizens of Miami.
This Committee, which will be permanent in nature, will replace the present
Miami Advisory Committee For The Handicapped, which will terminate on the
effective date of this resolution.
The proposed resolution gives greater credence to this Committee by prescribing
the qualifications of the eleven (11) members body and provides for their method
of selection both initially and on a continuing basis, in addition it provides
for the length of terms of the Committee members.
This resolution also tells how this Committee shall be organized, and prescribes
its advisory prerogatives and duties in the final section.
