HomeMy WebLinkAboutR-78-0111RFC/fb 2/7/78 RESOLUTION ND,7 8 ' 1 1 1 A RESOLUTION EXPRESSING THE CONCERN OF THE CITY COMMISSION, ON BEHALF OF THE CITY OF MIAMI, FLORIDA, REGARDING THE UNSANITARY CONDITION THAT EXISTS IN THE MIAMI RIVER AND THE UNSIGHTLINESS OF THE RIVER BANKS, AND RECOMMENDING THE FORMATION OF A COMMITTEE HEADED BY SENATOR RICHARD STONE, AS CHAIRMAN, AND CONSISTING OF MAYOR STEVE CLARK, MAYOR MAURICE FERRE, AND OTHER SUCH LOCAL, STATE AND FEDERAL OFFICIALS, AS THEY MAY DESIGNATE, IN ORDER THAT THESE INDIVIDUALS, AS A COMMITTEE, MAY MAKE LEGISLATIVE RECOMMENDATIONS AT THE APPROPRIATE LEVEL OF GOVERNMENT TO HELP SOLVE THE PUBLIC HEALTH AND ENVIRONMENTAL PROBLEMS CREATED BY THE AFORESAID CONDITIONS, WHEREAS, the Miami River traverses the boundaries of the City of Miami; and WHEREAS, efforts to remove abandoned vessels and debris from the Miami River have met with success in the past, due to the cooperation and activities of concerned groups, including the Miami River Advisory Board, the Dade County Advisory Board, the Miami River Regatta Committec, the Miami River Inter -City Board, as well as the endeavor of public minded -individuals, includ- ing then Florida Secretary of State, the Honorable Richard Stone; and WHEREAS, many live -aboard vessels are now moored or docked in the Miami River and continuously discharge raw, untreated waste into River waters; and WHEREAS, the presence of this effluent poses a health problem and, in addition, detracts from the'DOler1 s e Ith1 i`cXvalue; U ITEM N0. �--- WHEREAS, the unsightliness of the river banks is an and PI environmental concern to citizens and visitors alike; and WHEREAS, the problem which is created by pollution of navigable waters is a multi -jurisdictional problem which can only be solved through the cooperation of city, county, federal governments; and "SUPPORTIVE DOCUMENTS FOLLOW" state, and CITY COMMISSION METING OF FED- 9 1978 ; WHEREAS, Senator Richard Stone was instrumental itt initial effotts to clean up the Miami Rivet during his tenure as the Sectetary of the State of Florida; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1, The City Commission respectfully recom- mends that Senator. Richard Stone serve as Chairman of a Committee which should consist of the following Members: Mayor Steve Clark Mayor Maurice Ferre, and such other local; state, and federal officials, as they may designate, and that, as a Committee, these individuals study the situation in an effort to determine what legislative measures at the appropriate level of government may be needed to correct the existing problem of the unsanitary condition of the Miami River and the unsightliness of the river banks. 1978.
