A RESOLUTtON ACCEPTING THE BID OF BEC
CONSTRUCTION CORPORATION IN THE PROPOSED
AMOUNT OF $984,204 FOR THE LITTLE HAVANA
COMMUNITY CENTER (2ND BIDDING); ALLOCATING
SAID AMOUNT FROM THE (1ST, 2ND AND 3RD YEAR)
FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT
FUND AND FROM THE 3RD YEAR FEDERAL COMMUNITY
DEVELOPMENT CONTINGENCY FUND TO COVER THE
CONTRACT COST; FURTHER ALLOCATING FROM SAID
CONTINGENCY FUND THE FOLLOWING SUMS: THE
AMOUNT OF $20,000 TO COVER THE COST OF PROJECT
EXPENSE; THE AMOUNT OF $16,000 TO COVER THE
COST OF SUCH ITEMS AS ADVERTISING, TESTING
LABORATORIES, POSTAGE, AND CONTINGENCIES; THE
AMOUNT OF $20,000 TO COVER THE COST OF DEMOLITION
WORK OF EXISTING BUILDING "C"; AND THE AMOUNT
OF $9,000 TO COVER THE COST OF ADDITIONAL
ARCHITECTURAL SERVICES; FURTHER PROVIDING THAT
THE SUMS OF MONEY HEREIN ALLOCATED FROM THE
3RD YEAR FEDERAL COMMUNITY DEVELOPMENT CONTINGENCY
FUND BE DEDUCTED FROM FUTURE MONIES THAT WOULD
NORMALLY BE APPROPRIATED TO LITTLE HAVANA COMMUNITY
DEVELOPMENT TARGET AREA UNTIL THE TOTAL OF SAID
SUMS HAS BEEN REPAID TO THE CITY OF MIAMI COM-
MUNITY DEVELOPMENT PROGRAM; AND AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT WITH SAID
FIRM.

WHEREAS, sealed bids were received February 7, 197
for LITTLE HAVANA COMMUNITY CENTER* (2ND BIDDING); and
WHEREAS, the City Manager reports that the bid of
BEC Construction Corporation is the lowest responsible bid and
recommends that a Contract be awarded to said firm; and
WHEREAS, funds for this project are available from the
1st, 2nd, and 3rd year Federal Community Development Block Grant
Fund in addition to funds from the 3rd year Federal Community
Development Contingency Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The February 7, 1978 bid of BEC construction
Corporation in the proposed amount of $984,204 for the project
entitled LITTLE HAVANA COMMUNITY CENTER (2ND BIDDING), namely Base
Bid of Proposal, based on lump sum bid, is hereby accepted at the
price stated therein,

Section 2. The amount of $1,049,204 is hereby
allocated ftotit the lst, 2nd, and 3rd yeat Federal Community
Oeveloptnent Block Grant Fund and from the 3rd year Cohtifunity
Development Contingency Fund to cover the cost of said contract
in the amount of $984,2044 and the following associated
expenses:
(a) The amount of $20,000 to cover the cost of
Project Expense:
(b) The amount of $16,000 to cover the cost of such
items as advertising, testing laboratories, and contingencies.
(c) The amount of $20,000 to cover the cost of
demolition work of existing Building "C".
(d) The amount of $9,000 to cover the cost of
additional services provided by the Architect.
Section 3. The sums of money herein allocated from
the 3rd year Federal Community Development Contingency Fund are
to be deducted from future monies that would normally be appropri-
ated to LITTLE HAVANA COMMUNITY DEVELOPMENT TARGET AREA until

In addition to these measures, Contractors and Subcontractors
will be required to comply with the provisions, of Section 3
(Federal Regulations) which requires all developers, contractors,
and subcontractors create feasible opportunities to employ and
train residents in the area of the project; and give preference
in subcontracting and purchasing of materials to business
located in or owned in substantial part by persons residing in
the area of the project.
