A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MR, RICK SISSER, AS LEGISLATIVE LIAISON REPRE- SENTATIVE. TO REPRESENT THE CITY BEFORE ALL FLORIDA STATE LEGISLATIVE SESSIONS AND BEFORE THE CONSTITUTIONAL REVISION COMMISSION AT ITS SESSIONS, AS WELL AS SESSIONS OF COMITTEES THEREOF, HELD DURING THE TWO-YEAR TERM OF THE SAID AGREEMENT, AND AUTHORIZING THE PAYMENT OF $36,000 AS A FEE FOR SAID SERVICE; AND FURTHER AUTHORIZING THE LUMP SUM PAYMENT OF $12,000 TO MR. SISSER TO COVER EXPENSES INCURRED DURING THE TERM OF THE AGREEMENT; ALLOCATING FUNDS FROM THE SPECIAL PROGRAMS AND ACCOUNTS - SPECIAL SERVICES - LIAISON FLORIDA LEGISLATIVE. WHEREAS, the citizens of the City of Miami require attendance in Tallahassee of a representative to properly acquaint members of the legislature, at the legislative sessions in Tallahassee, Florida, with legislation proposed by the City of Miami and with legislation that will affect the City of Miami; and WHEREAS. the present Representative, RICK SISSER, has agreed to act in the capacity of Constitutional Revision Liaison Representa- tive, acting on behalf of the City of Miami, at all Florida Consti- tutional Revision Commission sessions and before any Committees of the Commission that may meet from time to time during the year to propose Constitutional Revision mesures on behalf of the City and/or to oppose Constitutional Revision measures to which the City objects, and to perform all other services at such sessions that the City Commission shall direct in order that the Citizens of" Miami might be,Arverly represented; and DV U //�� T p� rr WHEREAS, the said Representative has t EMel,Odd t pg perform the services in accordance with the policies, rules, regulations, control and direction of the City of Miami, Florida; and WHEREAS, pursuant to duly enacted resolutions there have been two separate agreements entered into with said Representative for terms of one year each in connection with the State Legislature and in connec- tion with the Constitutional Revision Commission; and CITY COMMISSION MEETING OF FEB- 91978 RESOLUTION NO, 7 8 "" • 6.13 now ••• •••••,:••••s'7fi4,y'i, r } i..i� ervices - Liaison Florida Legislative. c:.. u PASSED AND ADOPTED this 9 day (32' PH G. ONCIE, CITY CLERK PREPARED AND APPROVED BY; (' C. 1 ROBERT F, CLARK ASSISTANT CITY ATTORNEY WHEREAS, there is benefit to be derived by the City frot an ongoing teptesehtation of one year to the next; at all of the aforesaid sessions; NOW, THEREFORE4 BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1.(a) The City Manager is hereby authorized and directed to enter into an agreement with MR. RICK SISSER to serve as Legislative Liaison Representative on behalf of the City of Miami at all Florida State Legislative Sessions held during the two-year term of the said agreement and before any Committees of the Legislature that may meet the said agreement to propose from time to time during the term of legislation on behalf of the City and to oppose legislation to which the other legislative services at City objects and to perform such said sessions that the City Commission shall direct in order that the citizens of the City of Miami might be properly represented. (b) Under the terms of the aforesaid agreement, MR. SISSER will represent the City before Commission at its sessions, the Constitutional Revision as well as sessions of Committees thereof, during the two-year term of the aforesaid agreement. Section 2. The proper City Officials to make payments in the amount of $36,000 payable as follows: $4,500 to be to be paid on the 1st day of each are hereby authorized as a fee for said service, paid on March 1, 1978, and $1,500 month thereafter, the last such sum to be paid on December 1, 1979; further authorizing the lump sum pay- ment of $6,000 each year to cover expenses incurred during the two- year term of the agreement, payable upon request, with funds therefor ereby allocated from the Special Programs and Accounts - Special of February Maurice A. CORRECTNESS; 78 88 2/6/73 AGREEMENT TFIIS AGREEMENT made and entered into this dnv of 1978, by and between the CITY OF MIAMI4 a municipal corporation, Located in Made County, Florida, (hereinafter sometimes referred to as the "CITY"), and RICK SISSER, (hereinafter sometimes referred to as the "REPRESENTATIVE"), WITNESSETH WHEREAS, pursuant to Resolution No. the City Commis- sion has authorized the City Manager to enter into an agreement for services with RICK SISSER, for a period of two (2) years; and WHEREAS, the REPRESENTATIVE has agreed to act in the capacity of Legislative Liaison Representative, acting on behalf of the City of Miami, at all Florida State legislature sessions held during the term of this Agreement and before any committees of the State Legis- lature that may meet from time to time during the term of this Agreement to propose legislation on behalf of the CITY and/or to oppose legislation to which the CITY objects, and to perform such other legislative services at their sessions that the City Commission shall direct in order that the citizens of Miami might be properly represented; and WHEREAS, the REPRESENTATIVE has agreed to act in the capacity of Constitutional Revision Liaison Representative, acting on behalf of the CITY, at all Florida Constitutional Revision Commission sessions and before any Committees of the Commission that may meet from time to time during the term of this Agreement to propose Constitutional Revision measures on behalf of the CITY and/or to oppose Constitutional Revision measures to which the CITY objects, and to perform all other services at such sessions that the City Commission shall direct in order that the citizens of Miami might be properly represented; and WHEREAS, the REPRESENTATIVi has agreed to perform the services in accordance wiCh the policies, rules, regulations, control and direction of the City of Miami, Florida; ter+• ` UPPORIp/F DOCUME( TS FLLLOW" NOW THEREFORE, in consideration of the mutual covenants and agreements hereinafter scat forth, the parties hereto covenant and agree as follows: L. TUE REPRESENTATIVE AGREES: (a) That he will act as Legislative Liaison Represen- tative on behalf of the City of Miami and shall attend all Florida State Legislature sessions held during the term of this Agreement, and attend meetings of any committee of the State Legislature that may meet from time to time during the term of this agreement; that the REPRESENTATIVE shall propose legislation on behalf of the CITY and/or oppose legislation to which the CITY objects, and the REPRESENTATIVE shall perform such other legislative services at said sessions of the Florida State Legislature as the City Commis- sion shall direct. (b) That he will act as Constitutional Revision Liaison Representative on behalf of the City of Miami and shall attend all Florida Constitutional Revision Commission sessions and act on behalf of the CITY at sessions of Committees thereof held during the term of the Agreement; that the REPRESENTATIVE shall propose Constitutional Revisions on behalf of the CITY and/or oppose Constitutional Revisions to which the CITY objects, and the REPRESENTATIVE shall perform such other services at said sessions of the Florida Constitutional Revision Commission as the City Commission shall direct. 2. THE CITY AGREES: (a) That in consideration of the performance of the aforementioned services, the CITY shall compensate the REPRESENTATIVE in the amount of $36,000, payable as follows: $4,500 to be paid on March 1, 1978, and $1,500, to be paid on the 1st day of each month thereafter, the last such sum to be paid on December 1, 1979; further authorizing the lump sum payment of $6,000 each year to cover expenses incurred during the term of this Agreement, payable upon request. (b) The CITY agrees that the checks for these services shall be mailed to the REPRESENTATIVE at such address as the REPRESEN- TATTVE may, in writing, direct by letter to the Finance Director of the CITY, NOW; THEREFORE; in consideration of the mutual covenants :and ,agreements hereinafter sot forth; the parties hereto covenant and :igree as follows: I.+ THE REPRESENTATTVE AGREES: (a) That he wi11 act as Legislative Liaison Represen- tative on behalf of the City of Miami and shall attend all Florida State Legislature sessions held during the term of this Agreement; and attend meetings of any committee of the State Legislature that may meet from time to time during the term of this agreement; that the REPRESENTATIVE shall propose legislation on behalf of the CITY and/or oppose legislation to which the CITY objects, and the REPRESENTATIVE shall perform such other legislative services at said sessions of the Florida State Legislature as the City Commis- sion shall direct. (b) That he will act as Constitutional Revision Liaison Representative on behalf of the City of Miami and shall attend all Florida Constitutional Revision Commission sessions and act on behalf of the CITY at sessions of Committees thereof held during the term of the Agreement; that the REPRESENTATIVE shall propose Constitutional Revisions on behalf of the CITY and/or oppose Constitutional Revisions to which the CITY objects, and the REPRESENTATIVE shall perform such other services at said sessions of the Florida Constitutional Revision Commission as the City Commission shall direct. 2. (b) That this Agreement may be cancelled by either party hereto, subject to giving 30 days written notice of intention to cancel this Agreement. (c) Both parties agree that this Agreement may be altered or amended only upon the written consent of both parties hereto. (d) That the term of this Agreement shall be for 2 years, beginning on January I, 1978, and terminating December 31, 1979. IN WITNESS WHEREOF, the parties hereto have caused this instru- ment to be executed in their names by the persons thereunto legally qualified and authorized, all as of the day and year hereinabove written.
