Day Care Reorganization
The Departments of Citizens Services and Parks & Recreation met
to discuss and evaluate the amalgamation of the Day Care Program
with the Play School Program now functioning under the auspices
of Leisure Services.
All of the programs now operating under the Department of Citizens
Services are preventive in nature, or related to the collection,
analysis and dissemination of needs data. Leisure Services, on
the other hand, is designed to provide recreational and/or delivery
services.
Day Care and Play School can best be defined as a delivery service.
The children served by the Play School and Day Care Programs are
given a broad mixture of recreation, education, and cultural
enrichment.
Therefore, it would be appropriate to have both programs in the
Department of Leisure Services, where direct delivery services are
readily available and provided.
This reorganization should coincide with the new budget year,
October 1, 1978. This will provide the time necessary to plan
and implement this reorganization without disrupting the present
delivery of services. This would also be consistent with the
beginning of the new Play School year.
It is therefore recommended by both the Department of Leisure
Services and the Department of Citizens Services, that the Day
Care Program be transferred to the Department of Leisure Services
October 1, 1978.

It was the conslusion of the City of Miami Child Care Committee,
meeting Monday evening, February 6, 1978 in the Shenandoah Center,
that combining the Child Care Center programs with the Creative
Experience programs would be mutually beneficial.
Tinder the direction of Dr. Alma David, committee members visited
all the parks programs over the past two weeks, concluding yesterday.
In each of the pre-school programs, the leaders were very pleased
with the visit and anxious to share all information about the
families, children and activities.
The conclusions reached by the committee were:
Workshops including recreational leaders and early childhood
teachers would be highly productive to each kind of personnel.
The two programs, if integrated, could share in consultants
and services.
By serving larger numbers of children, grants may be more
easily secured and would benefit more individuals.
Access to food programs_for the pre-schools could be feasible
eliminating the disparities between children now asked to
bring their own brown bags.
Many people in the Creative Experience centers were CETA
personnel who did not have early childhood training or
experience with children's programs. By program inter -change,
the purposes of CETA would be fulfilled by providing on-the-
job training for these persons.
The recreational leaders all believed that there would be high interest
in an extended program in the future.

vimit the "Creative Experience' park programs , Mrs, Yvonne Latimore
is the supervisor. 1 called her to let her know our plans, She would
like to accompany us if we visit after Jan, 30, Her number is ?9.6913.
She is having a workshop for directors on Jai, 26, to do not plan to
visit on that day,
Mrs, Latimore said that there are nine centers that are in session.
Please call before visiting each center at numbers listed below. Since
there are fewer centers than we anticipated, we will: alter our Schedule
to the followings

According to our agreement, we will conduct our visits informally along the
following lines:
Introduce ourselves as members of the Day Care Committee. Mr. Hagey knows
of our visits.
Interested in how the program runs
Day's activities, routines, etc.
Hours
Snacks --who provides?
Supplies-"
Who is served by the program?
Number of children What % of children are drop -ins?
Age levels What o of children are regular?
Who is eligible? Are parents working?
Are fees charged?
What happens to the children when "Creative Experience" program is over?
Is there an after -school program provided?
Is there an afternoon program ?
Robbie Chandler has a van which is available on Mondays (and other days
with special arrangements). I suggest that Margaret, Ann and I go in the
van on Monday, Jan. 30 and the remainder go on Feb. 6. Mrs. Latimore
would accompany us. If this is not convenient, you may make your own
arrangements. Please let me know what you decide to do.
Our meeting to pool information is at 8:O0PM Monday, Feb. 6 at Shenandoah.
Please bring the results of your visits.
