RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT AND RECEIVE BIDS AND AWARD CONTRACTS
FOR THE VARIOUS PHASES OP CONSTRUCTION AND
EXPENDITURES RELATED TO THE TRADE FAIR OF
THE AMERICAS, WITH FUNDS THEREFOR TO BE
EXPENDED FROM THE "LATIN AMERICAN TRADE
EXHIBITION TRUST AND AGENCY FUND"; SUBJECT
TO THE CONDITION THAT THE AWARD OF CONTRACTS
BE MADE TO THE LOWEST RESPONSIBLE BIDDER;
AND FURTHER SUBJECT TO THE APPROVAL OF THE
CITY COMMISSION PRIOR TO THE EXECUTION OF
THE AFORESAID CONTRACTS
WHEREAS, the appropriations ordinance for fiscal
year 1976-77, adopted November 11, 1976, as amended to date
provides for the creation of a fund entitled "Latin American
Trade Exhibition Trust and Agency Fund" for the Trade Fair of
the Americas; and
WHEREAS, construction and expenditures relating to the
Trade Fair of the Americas must
1978; and
be under way prior to February 23,
WHEREAS, commitments to participate in the Fair have
been made with many South and Central American and Carribean
countries; and
WHEREAS, it is in the best interest of the City that
the City Manager be authorized to receive bids and award
contracts to the lowest responsible bidders; and
WHEREAS, all action taken by the Manager will be sub-
sequently presented to the City Commission for ratification;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORDA:
Section 1. The City Manager is hereby authorized to
accept and receive bids and award contracts for the various
phases of
construction and expenditures related to the Trade

Fair of the Americas, with funds therefore to be expended from
the Latin American Trade Exposition Trust and Agency Fund, as
provided by Ordinance No. 8656 amending Ordinance No. 8589,
adopted November 11, 1976, subject to the approval of the City
Commission prior to the execution of the aforesaid contracts.

Authorization for City Manager
to award contracts in reference
to the Trade Fair of the Americas
The process to produce the Trade Fair of the Americas is in
"high gear" and moving smoothly. However, a number of acti-
vities are yet to be accomplished prior to the Fair's opening,
March 8, 1978. Such items as insurance and security services
and construction of exhibit space under the responsibility of
the City are progressing but may not be able to meet the
formalized timing format of Commission agendas.
Because of the tight time schedule, I believe that i,t would be
to the City's advantage to have administrative flexibility in
awarding contracts without being dependant upon Commission
dates. Any such actions which would of necessity be taken by
the Manager would be brought to the Commission for ratification
at the next earliest possible meeting. In any event, when
following standard procedures does not jeopardize the Fair, we
would continue to use those procedures.
The attached resolution authorizes the Manager to receive bids
and award contracts to the lowest responsible bidder for various
phases of expenditures for the Trade Fair of the Americas. I
recommend that this resolution be presented to the City Commis-
sion for approval.
