HomeMy WebLinkAboutR-78-0066ttiodibbb 1/24/1s RESOLUTION No A RESOLUTION RECOGNIZING THE PROPOSED DADE-MIAMI CRIMINAL JUSTICE COUNCIL AS AN EFFECTIVE INTER -AGENCY PLANNING AND COORDINATING BODY rOR ESTAMISHING CRIME CONTROL MEASURES AND ACTIVITIES FOR THE CITY OF MIAMI AND ALL OF DADE COUNTY, PLoRIDA, AND FURTHER COMMITTING THE CITY OF MIAMI THROUGH SUCH COUNCIL TO CONTINUE TO VOLUNTARILY COOPERATE WITH DADE COUNTY IN THE PLANNING AND COORDINATION or CRIME CONTROL AND CRIMINAL JUSTICE ACTIVITIES BY ALLOCATING $16,000 THEREFOR FROM "CASH MATCH FOR GRANTS" ACCOUNT FOR A PROPOSED LEAA GRANT ENTITLED "DADE-MIAMI CRIMINAL JUSTICE COUNCIL". WHEREAS, it is recognized that the increasing incidence of orinle in the city of Miami and Dade County is detrimental to the peace, progress, and welfare of all the people of this metro.. politan area; and WHEREAS, there is a need for a coordinated effort on the part of all City and County agencies involved in the criminal justice system; and WHEREAS, the parties to this joint resolution recognize the need for criminal justice system planning and coordination on a county -wide basis; and WHEREAS, the Omnibus Crime control and Safe Streets Act of 1968 (P.L. 90-351), and acts amendatory thereto, encourage and provide for the establishment of criminal justice coordinating councils in major urban areas to assure improved planning for and coordination of criminal justice agencies and activities within those jurisdictions; and WHEREAS, the President's Crime Commission in 1967 and the National Advisory Commission on Criminal Justice Standards and Goals in 1973 recommended that every urban area have a single planning agency for the coordination of crime control and pre- vention activities; and WHEREAS, the City Commission through Resolution No. 72-449 (July 20, 1972) has processed its requests for planning funds through the Dade County Metropolitan Planning Unit as advised by a council wholly appointed by the Governor; and WHEREAS, it is agreed that the effectiveness of such planning and coordination on a countywide basis would best be served by creation of a local Criminal Justice Council for the DOCUri%r:ENTS FOLLOW" purpose of coordinating activities which will improve and strengthen law enforcement and criminal justice, encouraging research and development activities directed toward the improveu. ment of law enforcement and criminal justice and assisting in the development of new methods for the prevention and reduction of crime and juvenile delinquency; and WHEREAS,the Criminal Justice Council will have the goal of coordinating the plans and programs of the various criminal justice agencies in the City of Miami and Dade county, and will issue a joint City -County criminal justice newsletter using the City Seal of the City of Miami upon such newsletter, with the herein express permission of the City Commission; and WHEREAS, the Dade -Miami Criminal Justice Council shall be composed of administrative and executive level officials repre- senting the Criminal Justice agencies of the City of Miami and Dade County, elected officials and interested citizens, as well as a staff component; and WHEREAS, the functions and duties previously executed by the Dade County Metropolitan Planning Unit shall be assumed by the aforesaid office of the Dade -Miami Criminal Justice Council; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Dade -Miami Criminal Justice Council is hereby recognized as an effective inter -agency planning and coordinating body for establishing fruitful and productive crime control measures and activities for all of Dade County, Florida. Dade/Miami Criminal Justice Couneil .. ti r: is For several months, Criminal Justice professionals, including our Chief of Police, G.P. Watkins, have discussed the need for a forum for the identification of criminal justice issues and the determination of potential solutions related to those issues. The proposed Dade/Miami Criminal Justice Council would provide this forum. The focus would be that of interagency problem resolution (e,g. City of Miami - Magistrate Court, etc.) as well as the identification of potential joint venture grant op- portunities. Further, the Council would develop and analyze local policies in the area of criminal justice. In addition to the above, the grant will include: a) Coordination between the City and the County in the Criminal'Justice System. b) Availability of the Criminal Justice Staff for research and analysis for all aspects of the Criminal Justice System. c) Authority to make appointments to the Council. d) Possibility of Joint Grant Ventures. • e) Direct resource to the City of Miami Police Department. • w. ". f) Assistance in Evaluating Agencies for Federal Revenue Sharing in Criminal Justice. g) Sharing in a Joint City/County newsletter. In order to participate in this worthwhile effort, the following is requested and recommended: •tl i;11 h` " That the City of Miami provide $16,000.00 from the Cash Match for Grants account as its share. Others contributing to this grant are: a) State of Florida b) Dade County c) LEAA $ 2,903.00 $16,000.00 $52,250.00 In addition, a joint resolution establishing the Dade/Miami Criminal Justice Council is attached. This resolution provides for a single planning agency, in accord with the recommendations of the National Advisory Commission on Criminal Justice Standards and Goals, and shall be composed of administrative and executive level officials re- presenting criminal justice agencies of Miami and Dade County, elected officials, and interested citizens. FACT SHEET Dade/Miafni CriMinal Justice Council The CriMinal Justice Planning Council has requested City of support for the following: Availability of office space. accommodated within the axxproitnately 2,850 square feet beneath the jail wing. a rental agreement has been created at a rate of $5.90 per square foot, or $16,815,00 per year. Miami A resolution providing for the creation of an "interagency planning and coordinating body" for crime control and criminal justice activities. Resolution provided creates this "Dade/Miami" relationship. The resolution does not limit the City of Miami in applying for funds. - The Council will consist appointed by: - The County Manager - The City Manager Both.the County and City Managers -- Both Commissions of representatives - The Governor of the State of Florida - Current "Council" representation, to be expanded and modified, is attached. - The creation of the Council relationship will provide City Departments with a pool of pro- fessional grant developers who will, within certain limits, provide technical assistance for the development of grant applications. - The "Council" should be viewed as a planning and coordinating body, not as a limitation on the City's freedom to actively pursue grant opportunities. The award from LEAA is anticipated to be $52,250,00, for a total project budget of $87,153,00. RESOLUTION NO.
