A RESOLUTION ALLOCATING THE SUM or $18,000 FROM THE CONTINGENCY FUND OF THE CITY OF MIAMI TO BE EXPENDED BY THE CITY MANAGER, AS NECESSARY, FOR EXPENSES INVOLVED IN GIVING INFORMATION TO THE PUBLIC CONCERNttu; THE PROPOSED $15,000,000 STORM SEWER t30tID ISSUE, hWHICH BOND ISSUE: WILL 13E. VOTED UPON AT A SPECIAL BOND ELECTION IN THE CITY OF MIAMI ON MARCH 7, 1978, AS PROVIDED AY ORDINANCE NO. 8737; AND TO INFORM THE CITY VOTERS AS TO THE IMPORTANCE THAT RAPID TRANSIT IS TO THE CITY OF MIAMI. WHEREAS, the City Commission on January 11, 1978, passed Ordinance No. 8737 providing for the holding of a special storm sewer bond election on March 7, 1978; and WHEREAS, the Commission passed Motion 78-15 authorizing and directing the city Manager to prepare a bilingual fact sheet on the subject of rapid transit to be distributed to all registered voters in the City of Miami in order that they may be informed of the importance of the rapid transit issue; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The sum of $18,000 is hereby allocated from the Contingency Fund of the City of Miami to be expended by the City Manager, as necessary, for expenses involved in giving infor- mation to the public concerning the proposed $15,000,000 storm sewer bond issue, which bond issue will be voted upon at a special election in the City of Miami on March 7, 1978, as provided by Ordinance No. 8737, and to inform the voters of the City of Miami of the importancerapid transit is to the City of Miami. Section 2. Any and all funds allocated from the Contingency Fund of the City of Miami in connection with the public information activity regarding the $15,000,000 storm sewer bond issue shall be reimbursed in full to said Contingency Fund from funds de iv DE ENT, the aforesaid storm sewer bond issue. CITY ATT`'NEY /f CTNESS; Dick Posmoen, Assistant City Manager lark M rrill Administrative Assistant to the City Manager • "IL January 17, 1078 Storm Sewer Bond election March 7, 1978 1 - 5 In order to prepare for the Storm Sewer Bond Election, which will be held 49 days from today, we will need to have the City Commission approve the funds necessary to properly inform the City voters of the facts pertaining to this issue. We should also suggest that the Commission appoint a Citizens Storm Sewer Bond Election Committee. Their efforts would be coordinated with those of staff to provide the necessary information to the voters through.presentations, speakers, brochures, sample ballots etc. Because of the special concern that Mass Transit is to the City of Miami it may be desirable to "piggy back" our bond issue efforts to distribute Mass Transit information as well. In the past, we have had the cooperation and support of the Publicity depart- ment in the distribution of Bond Election information to the news media, and to assist in the preparation of special graphic presentations, to civic clubs and professional organizations. It would be helpful if a public opinion poll be made as soon as possible to determine the public attitude toward the Storm Sewer Bond issue and Mass Transit. The Public Works department should be preparing information regarding storm sewers to develop the theme that can be used in describing the City's need for storm sewers. We will need to allocate approximately $18,000 to inform each registered City voter of the issue on the ballot. This would mean preparing a sample ballot brochure for each of the City's 127,923 eligible voters, as well as any ad- vertisements that may be needed. The Citizens Committee and staff should meet at least weekly between now and the election in order to review the Bond Election activities. E L
