The constantly increasing requests regarding the use of City -owned property
or facilities for shooting of still photography, motion picture photography, or
electronic (television) photography, for commercial purposes, makes
obvious the need for a City policy governing this commercial activity.
Enclosure (1) is a broad ordinance establishing City control over commercial
filming activity on City -owned property or facilities, stating the applicability
of the law in this regard and establishing the intent of the City Commission
to create policy governing such activities.
Enclosure (2) is a City Commission Resolution establishing its policy with
regard to use of City -owned property or facilities for commercial filming
of any type, with a policy of standards and criteria attached thereto.
Enclosures (3) and (4) provide the City Commission with data concerning
rental rates charged for commercial filming activities at other facilities,
both national and local.
The Department's of Publicity and Tourism and Public Facilities recommend
passage of the proposed ordinance and the resolution.

A policy outlining the standards and criteria governing the
use of any City -owned property or facility to do still
photography, motion picture photography, or electronic
(television) photography, for commercial purposes as defined
by appropriate City ordinance.
Purpose:
To provide reasonable regulations and controls relative
to the use of City -owner; property or facilities for
commercial photerraphy of any type.
Policy:

apply for permission to the City Manager, cr his designee,
through the appropriate department on that department's
Commercial. Photographic Permit Request Form The application
must be signed by the applicant, its agent, or designee,
and must he received in the department's office reasonably
in advance :_:ce of the earliest desired date fcr the photography,
and rust bear the fcllowirw information:
(1) The specific desired photographic locations
and Iroduction dates.

or his designee.
6. All costs, rental charCes, and/or fees charged by the
City and/or City employees for services rendered to the
permit holder shall be pa.ici in cash or by certified check
and such payment may be required] to be made in advance of the
use.

prohibit the use of any City-cwned .property r: o r photographic
purposes in the event that the Nana.ger finds that the use
thereof constitutes a. hazard to public safety or that such
use endangers the public peace or unreasonably interferes
with the. rights of residents to the quiet, peaceful and un-
molested enjoyment of their property. Proof contrary to
such f indinw or deterrrinaticn may be submitted by the applicant
in the form of statements or affidavits of interested or affected
parties setting forth facts bearing: on the issue of hazardous
