WHEREAS, at the City Commission meeting of December 15, 1977
Resolution No. 77-904 \.:as passed which ordered a sanitary sewer
improvement identified as ALLAPATTAH SANITARY SEATER IMPROVEMENT
SR-5433 C (centerline sewer) in ALLAPATTAH SANITARY SEWER IMPROVE-
MENT DISTRICT SR-5433 C (centerline sewer); and
WHEREAS, pursuant to due public notice a public hearing was
held before the City Commission on January 11, 1S78 as to any
objections to the confirmation of Resolution No. 77-904, which
resolution ordered ALLAPATTAH SANITARY SEWER IMPROVEMENT SR-5433 C
(centerline sewer) in ALLAPATTAH SANITARY SEWER IMPROVEMENT DISTRICT
SR-5433 C (centerline sewer); and
WHEREAS, no objections to the confirmation of said sanitary
sewer improvement were sustained by the Commission, it is therefore
in order for the Commission to confirm said ordering resolution and
authorize the City Clerk to advertise for sealed bids for the con -

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CIT4
OF MIAMI, FLORIDA:
Section 1. Resolution No. 77-904 dated December 15, 1977

(centerline sewer) in ALLAPATTAH SANITARY SEWER IMPROVEMENT DISTRICT

In a continuing effort to serve Miami with sewers
the construction of centerline sewers in the area
bounded by N.W. 54 Street on the North, N.W. 40
Street on the South, N.W. 19 Avenue on the West,
and on the East by N.W. 14 Avenue North of
N.W. 46 Street and N.W. 17 Avenue South of
N.W. 46 Street was ordered by the City Commission
at their meeting of December 15, 1977.
It is now in order to confirm the ordering resolutions
and authorize advertising for bids. A Public Hearing
will be held on January 11, 1978 at whicL time the
Commission will hear objections to the confirmation
of the ordering resolution.

estimated total cost of $1,695,000.
Part of the City's continuing program to provide sanitary
sewers throughout the City of Miami. This district is
bounded on the North by N.W. 54 St., on the South by the
Airport X-t•:av, on the West by N.W. 19 Ave., (City Limits) ,
and on the east by N.W. 17 Ave. South of N.W. 46 Street
and N.W. 14 Ave. North of N.W. 46 St.

STORM DRAINAGE
IN SOUTH FLORIDA
South Florida is in a sub -tropic /one and
being so, we have a rainy season. Although \\e
have mild rain showers most of the sear. we do
have a season of frequent and often heavy rains
that start in May and go through October.
Usually. the most intense rains occur during the
months o1 June and October. Coupled with
these rains and the fact that our area is also low
and fairly flat. \yc have problems in draining.
collecting and disposing of rainwater. In the
early days of 'Miami with much of the land area
undeveloped. few drainage problems were
encountered. but with more and more paved
parking lots. hard surfaced streets. buildings
and lot to lot coverage, the drainage conditions
are more severe.
To Netter understand the prohlems of
drainage in South Horida, some information
on the groundwater relationship to the ground
surface, rainwater effect on the groundwater
le\el. soil conditions and tides is gi\en on the
following pages. Also, we briefly discuss the
criteria and standards used as a basis for our
storm sewer design. I his information is
furnished so von will he aware that e\en with
the hest possihle storm drainage system in use,
occasionally some water will pond in the street
after an aho\l' a\cral•e rain.

During heavy rains storm water runoff from
buildings and streets finds its way to those
surfaces where it can he absorbed the easiest.
Then it gradually seeps through the soil and
rock beneath the surface into the underground
‘yater causing a rise in the level of the
groundwater.
From literature Supplied by various
government agencies which have studied the
science of handling water and the soils of South
Florida. we find. as a general rule. that the level
of groundwater rises an additional six inches
for every inch of intense rainfall. In simpler
terms. this means that it tine or six inches of rain
Calls within a relatively short time in a low-lying
area such as those shown on map of the citv on
the opposite page. the level ot the groundwater
\yill actually rise to the p'round surface.
In these cases no apparent seepage ot ��atcr
