CUMENTS FOLLOW" WHEREAS, in November of 1972 the voters of Miami and Dade County approved the issuance of 9132.5 million general obligation bonds for providing a unified transportation system expressly including a fixed guideway elevated rail rapid transit system, buses, and support faci 1 i ties; and WHEREAS, on March 7, 1978 there will be a referendum vote on the repeal of these bonds and in effect of the unified transportations system for Mi.imi and Dade County; and WHEREAS, the City Commission has expressed its policy on Stage 1 of the R•1pid Transit System (Resolution /5-442, dated May S, 1 9 75) ; and WHEREAS, the Miami Comprehensive Neighborhood flan adopted by the City Commission (Resolution 77-430; dated '.'lay 12, 1977) is based on the unified transportation system of rapid transit and buses, without which the Plan would be seriously under- mined; and WHEREAS, the future growth and economic vi tali tv of Miami wi l l depend on rapid transit as the only long range effec- tive means of getting people to jobs, commercial centers, tourist attractions, cultural centers and public service centers wittl in "DOCUMENT INN X ITEM N0._.._21 WHEREAS, the City ut Miami strongly opposes the construc- tion of additional multilane expressways through its neighborhoods of Douglas Park, Little Havana, Wynwood, Buena Vista, Culnier, Edison Park, and Little River as proposed in the 1969 Miami Urban Area 'Transportation Study ;lnd which were replaced by the 1972 uni tied transportation system; and WHEREAS, the continued and increasing congestion of Miami's streets and arterial roadways with private automobijes.. Ci7i r_.,_:i:�SION PIE-PIEF7i N G OF Mi ami ; and Ralkl1110h PfC. kEtstntAS: threatens the health, safety and welfare of those who live and work in Miami and the unified transportation system for public: mass transit is the only effective alternative to increased use of the private automobile; ,and WHEREAS, 20i" of Miami's families do not have :a private automobile And depend on public transportation to reach jobs, shopping and recreational faci l i ties; and WHEREAS, the taxpayers of Miami will lose $575 rri 11 ion in federal monies rand $70 mi 1 l ion in state monies that wi 11 go to other metropolitan areas if this pond issue is repealed; and WHEREAS, repeal of the 1972 unified transportation system bonds would leave Dade County without necessary funds (local, state, or federal) for development o public transporta- tion systems including both buses And rapid transit, and little prospect o1 replacing them, which would paralyze future County and City t ransport,at i on systems; and WHEREAS, the most effective and least expensive means of providing public mass transportation for Dade County is through a combination of rapid transit and bus systems as proposed in the 1972 unified transportation program; NOW, THEREFORE, 1B1. IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City of Miami, Florida, is strongly opposed to repeal of the 1972 United Transportation System Bonds issue and the voters of the City of Miam are urged to vote "no" at the ?March 7, 1978 referendum which seeks to repeal the Dade County ordinance which authorized the issuance of said Bonds.
