RFC/rb 12/9/77 FLORIDA: RESOLUTION Not 7 8 5 A RESOLUTION ESTABLISHING THE POLICY OF THE CITY COMMISSION GOVERNING THE SELECTION AND FORMAL DESIGNATION OF FOREIGN CITIES AS "SISTER CITIES" OF THE CITY OF MIAMI IN ACCORDANCE WITH THE HEREIN ATTACHED STANDARDS AND CRITERIA. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, Section 1. A policy is hereby established for govern- ing the selection and formal designation of foreign cities as "Sister Cities" of the City of Miami, Florida, in accordance with the herein attached standard and criteria. CITY OF MIAMI COMMISSION POLICY SUBJECT: January 11, 1978 R-78-5 100-3 A policy outlining a procedure for selecting and designating "Sister Cities" PURPOSE: To formally establish a basis for acting on requests to name certain foreign cities as Miami's "Sister Cities" and to pro- vide for continuing oversight for each sister city program. POLICY: When considering whether the City of Miami should establish Sister City ties with any given city, there should be certain guidelines to be used in making such a determination. The following guidelines shall be applied to all future candidates for sister city status: 1. Primary consideration will be given to Latin American and Caribbean cities. ' ^ /'1 !-1 2 ' ! Ti` E .11 r Sister Cities must have a population of at least 300,000 and/or a metropolitan population of 1.5 million. With the exception of Colombia, the City of Miami should not have more than one sister city in a given country. 4. The desire for "Sister City" designation must be mutual. The Sister City selection process and individual sister city program supervision is outlined below: 1. Initial discussion of the possibility of selecting a given city for Sister City designation will be scheduled by a member of the City Commission on the Agenda of a Regular Commission Meeting. 2. If the Commission decides that the city under discussion adequately meets the guidelines established and that the process leading to formal selection and designation of a sister city should continue, the Commission will establish a " name of city - Sister City Com- mittee," consisting of at least five, but not more than twenty- five interested citizens who will actively support a continuing sister city program. a. Nominations from Commissioners will be processed through the City Manager's Office according to the Commission's expressed policy on Committee Selection Procedures. b. After the committee has been established by resolution, it will, at a subsequent Commission meeting, present a report to the City Commission concerning the proposed sister city program (including goals and objectives) and describing the benefits and desirability of designating "(name of city)" a Sister City. The City Commission will then be requested to pass an appropriate resolution to that effect. 4. The "(name of city)" Committee will then make arrangements, through the Mayor's Office, to invite representatives to the new Sister City for formal recognition and presentation of a proclamation or some other suitable symbol of recognition. 5. Each sister city committee will be responsible for maintaining continuous contact and cultural exchanges with its sister city. City Departments will provide assistance insofar as resources permit. Requests for extraordinary assistance or special funding must be addressed to the City Manager. 6. Sister City Committee members will serve without compensation and may not commit the City of Miami to any expenditure of funds, donation of materials, or contribution of services. Hozuan Ekit: r 5 , Pursuant to the Commission's discussion of a proposed Sister Cities Policy on December 15, 1977, I have incorporated into a revised policy statement those recommendations and changes that the City Commission requested. Among those changes: - Priority candidates for Sister City status will include Carribean as well as Latin American cities.. - The requirement that there will be no more than two sister cities in a given country does not apply to the State of Colombia. - The proposed requirement that a Miami Sister City not have sister city relationships with other American cities has been deleted. - The proposed requirement that sister cities be capitals of their respective countries has been deleted. - The procedure for establishing sister city committees for each sister city has been modified, the principal modification being that the Mayor or a designated commissioner be in charge of each of those committees. ur‘ 11.4 NITVSE ,_, W7ardeett/ COMMISSION POLICY SUBJECT: A policy outlining a procedure for se3.
