(ONE FAMILY) TO R-18 (ONE FAMILY), AS PER THE MAP, ATTACHED HERETO AND MAD A PART HEREOFt AND BY MAKING THE NECESSARY CHANGES IN THE ZONING DISTRICT MAP, MADE A PART OF THE SAID ORDINANCE NO. 6871, BY REFERENCE AND DESCRIPTION IN ARTICLE 11I1 SECTION 2'THEREOF; BY REPEALING ALL ORDI- NANCES, CODE SECTIONS, OR PARTS THEREOF IN CON- FLICT; AND CONTAINING A SEVERABILITY PROVISION. WHEREAS, the Miami Planning Advisory Board, at its meeting of November 16, 1977, Item No. 1, following an advertised hearing, adopted Resolution No. PAB 44-77 by a 5 to 0 vote recom- mending a change of zoning classification as hereinafter set forth; WHEREAS, the City Commission, after careful consideration and due deliberation of this matter, deems it advisable and in the best interest of the City of Miami and its inhabitants to grant a change of zoning classification as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 6871, the Comprehensive Zoning Ordinance for the City of Miami be, and the same is hereby amended by changing the zoning classification of certain properties located in the area generally bounded by Tigertail Avenue, Natoma, Secoffee and Emathla Streets, including properties abutting Secoffee Street to the north and Emathla Street to the west from R-1 (One Family) to R-1E (One Family). as per the map, attached hereto and made a part hereof; and by making the necessary changes in the zoning district map, made a part of the said Ordinance No. 6871. by reference and description in Article III, Section 2 thereof. Section 2. To establish a more restrictive zoning classification (R-1$ single-family- dwelling with 10, 000 square feet minimum lot area). The concern of residents in the subject area was expressed in a petition to the City Commission dated June 6, 1977, bearing 67 signatures. The Commission, on July 28, 1977, requested the Planning Department to study the advisability of changing the zoning of the subject area to an R-1B classi- fication with a minimum lot area of 10, 000 square feet. The existing zoning is R-1 with a minimum lot area requirement of 6, 000 square feet and a minimum average lot width of 60 feet. The existing minimum lot requirements would permit consideration of redevelopment of existing lots or develop- ments of a planned unit nature with a minimum lot size of 6, 000 square feet for each dwelling unit. The majority of the lots in the area are actually 20, 000 square feet in area and 100 feet in width; the proposed change of zoning would require that any new development or redevelopment be based on 10, 000 square feet of lot area for each dwelling unit. This is consistant with the plan- ning study for Coconut Grove and the Miami Comprehensive Neighborhood Plan. A study of the existing platted lots and the development existing in the area, indicates the following boundaries for the recommended zoning change (see attached map); On the west the boundary line would be the property line dividing properties between 22nd Avenue and Emathla Street. Properties facing 22nd Avenue are excluded due to the arterial nature of 22nd and the fact that 14 of the 17 facing properties along the west side of 22nd Avenue are less than 10,000 square feet in area. R ECOMMENDATIONS PLANNING DEPA R Tit ENT PLANNING ADVISORY BOARD CITY COMMISSION On the south the boundary line would be the centerline of Tigeitail Avenue, which is the ektent of the study area, Rezoning the south side of Tigertail is hot desirable or necessary to preserve the character of the subject study area, On the east the boundary would be the center- line of Natorna Street, Only 3 of the 9 properties along the East side of Natoma are over 10,000 square feet in size. On the north, the boundary would be property lines of properties facing Secoffee Street. The jog in the R=1B boundary in the northwest corner is necessary to avoid zoning lots 11, 12 and 13 differently than lots 14 through 18, as they are all part of one develop- ment parcel.. The above described boundaries, represent essentially the original subdivision which this zone change seeks to protect. Approval; in accord with the recommended boundaries shown on the attached map.
