MIAMI, t`LORIDA
Section 1. Article V, "Commercial Blood Donors"
of Chapter 21, "Health", of the Code of the City of Miami,
Plorida, is hereby amended by repealing in its entirety all
of the sections of said Article; namely, Section 21-38
through Section 21-50.
Section 2. All ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the pro-
visions of this ordinance are hereby repealed.

;Abolishing Boards & Committees
In response to your memorandum of March 28, 1977, we obtained the
minutes of the Commission Meeting of March 16, 1977 which contained
Motion 77208. This motion addressed itself to three areas of
activity: (1) Abolition by resolution [Committee designation "a"
to "m"j; (2) Abolition by ordinance [Committee designation "a" to
"e"]; and (3) Retention of certain other advisory bodies [Committee
designation "a" to "E" ] .
ABOLITION BY RESOLUTION
1. Attached find a proposed resolution which abolishes those bodies
in the first category except the following:
"d" -"Water & Sewer Board" - this charter function and agency
was transferred to Dade County by Resolution No. 73-225,
dated March 22, 1973;
"i" -"Investment Committee of the Retirement Board" - this
aspect of the City's retirement program, consisting of
the Plan and System, was established by ordinance for
the administrative assistance of the respective retire-
ment boards, both of whom you will probably want to
contact before we prepare the abolition ordinances.
"m" -"Specifications Committee" - this Code ordinance committee
is strictly internal in its origin and its members are the
various department directors, as well as the Purchasing
Agent (Code Section 16-17).
ABOLITION BY ORDINANCE
2. Three of the five requested abolishing ordinances [Committee desig-
nation "a", "b" and "d") are attached. A fourth requested ordi-
nance concerned the Housing Appeals Board [Committee designation "c")
which was a reviewing body implementing the City's former adminis-
trative program to eliminate or upgrade substandard housing; the

Abolishing Boards & Committees
Commission abolished the program (including the Boatd) through
Ordinance No. 75764 dated July 174 1967. The fifth abolishing
ordinance, Self -Insurance Committee [Committee designation "e"j
will not be prepared since it is a cteatute of a chatter pro.,
vision: Section 3(tnm). An ordinance abolishing the Specifica'
tions Committee (see paragraph 1 above) has been prepared and
is attached.
RETENTION
3. As agreed4 the other committees and boards which were expressly
retained by the Commission in its motions (No. 77-208 and No. 77-
263) were not made the subject of any amendatory legislation at
this time.
It is our understanding that you will have a further request concerning
the approximately two dozen remaining boards and committees that are
being screened and reviewed by the Commission.
The task of preparing the above memorandum and pertinent legislation was
simplified a great deal by the efficient labor and service of two reli-
able mainstays of the City Clerk's Office: Messrs. Norris and Tingley.
A copy hereof is being sent to Mr. Ongie so that he may continue to
recognize the continuing accomplishments of these two dedicated City
employees.
