IMPROVEMENT APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEI TEMt ER 30, 1975, AS AMENDED, BY MAKING ADJUSTMENTS IN THE EII E FACiUTIES GENERAL OBLIGATION BOND FUND; AND MAKING APPROPRIATIONS FOF AN ADDITIONAL PROJECT CONTAINED IN SAID FUN(; REPEALING ALL ORDINANCES OR PARTS Or ORDINANCES IN CONFL<iCt HEREWITH; AND CONTAINING A SEVERABIL.ITY PROVI. SION. WHEREAS, the City Commission adopted Ordinance No. 8716 on October 26, 1977, establishing resources and appropriations for the implementation of capitol improvements in the City of Miami, Florida, for the fiscal year ending September 30, 1978; and WHEREAS, the City Commission approved Resolution No. 77-609 on July 21, 1977, approving the capital program implementation schedule contained in the Miami Fire Protection, Rescue and Emergency Services Master Plan, 1977-1987, which contained a $317,900 contingency fund; and WHEREAS, the Fire Department requires additional Fire Facilities Bond funds to construct hose towers, to acquire fire prevention vehicles, fire pumps, communications equipment and other fire equipment during FY 1977-1978; and WHEREAS, the City Commission has authorized the sale of an additional $1 million in Fire Facilities Bonds, which is expected to occur on January 11, 1978. NOW, THEREFORE, .BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8716, adopted October 26, 1977, is hereby amended as follows: 1 / "Section I, The following appropriations by fund are made for the implementation of the municipal capital improvements of the City of Miami, Florida, for the fiscal year 1977-78. The sources of revenue to support these appropriations are also identified. * * Underscored words constitute the amendment proposed. The remaining provisions are now in effect and remain unchanged. Fosmoen, Director Planning Department DATE December 30, 1977 •r!LE Amendments to Capital improvement Appropriations Ordinance ":NCLCSURCS: The City Commission adopted Ordinance No. 8716 on October 26, 1977, making appropriations for Capital Improvements the fiscal year ending September 30, 1978. Ordinance No. 8716 was slightly amended on first reading on December 15, 1977. The attached ordinance further amends Ordinance No. 8716 by adding.an additional project to the 1976 Fire Facilities Bond Fund, entitled "Hose Towers, Fire Prevention Vehicles, Fire Pumps and Other Fire Equipment." The attached memorandum from the Fire Department itemizes the expenditures that are anticipated during Fiscal Year 1977-78. It is our recommendation that these additional expenditures be approved. First reading of the proposed amendment ordinance should be scheduled for City Commission action on the January 11, 1978 agenda. Attachments cc: Chief Hickman r• Mt, Richard Fosmoen, Acting Assistant City Manager for Planning & Budget Edward Proli, Deputy Chief Acting Director Department of Fite nE-Eaacs: a' CLC :E3: Decetnbet 22, 1971 Amendment to the Capital lfnprove= ment Program i It is requested that the Fire Department's Capital Improvement Program be amended by ordinance to provide for several needs as setforth below: The Fire Department has the urgent need for three (3) hose drying towers, one each for Fire Stations #11 and #12 and the Fire Garage. The tower at the Fire Garage has been placed out of service due to deterioration from age and Stations 111 and r12 are without drying facilities. Four additional cars are needed at the Fire Prevention Bureau for inspection work. We propose to purchase one intermediate size and three compact size cars. The new intermediate size car will be for Chief liickman's use and his present car, along with the three com- pacts, will be assigned to the Fire Prevention Bureau. Sufficient maintenance and mileage funds for four cars are provided in the Fire Department's 1977-78 Budget. Fire pumps and communication equipment is necessary to retrofit the existing Dockmaster's boat at Dinner Key for the additional use as a Mini -Fireboat. This boat will be utilized within its capacity for boat fires and other emergencies within the Dinner Key area. Additional expenditures of $51,600 to also be allocated for Fire De- partment equipment use in the 1977-78 fiscal period. We arc proposing that referenced expenditures be allocated from the contingency fund in the Fire Department Capital Improvement Program. Estimated Costs: 1. Iiose towers @ $5,000 each 2.
