(a) Eden household, apartment, store, shop, restaurant, hotel, motel, apartment house and other like es tab.. iishments shall be entitled to garbage and trash eolletytion service twice weekly by the city for the removal of garbage and trash when deptssited in approved containers. (b) All commercial establishments shall be entitled to such service on four regulation containers or less on any one collection day. (c) All households shall be entitled to service on two regu- lation containers or less on any one such collection day. (d) All apartments shall be entitled to collection on one regular container per unit on any one collection day. (e) All duplexes shall be entitled to collection on two regular containers per unit on any one collection day. (f) In cases of stores, shops, restaurants, hotels, motels, boarding houses or other like commercial establishments where large accumulations of garbage and trash require more than the number of containers allowed for regular service collections, a charge of seventy cents per container per collection shall be levied upon the owner thereof. (g) (1) Commercial establishments where there are accumu- lations of garbage and trash that in the opinion of the department of sanitation willcreate 'a health hazard if not collected more than twice a week will be required to seek private daily collection. Garbage containers placed in the public right of way for collection shall be tightly covered. The container shall be promptly removed from the public property by the owner immediately after collection is made. (2) In the Central. Commercial District, herein defined for the purposes of this section as follows; beginning at the intersection of Biscayne gay and the .Miami River and following the Miami River in a westerly. -direction to the centerline of South Miami Avenue, and thence north along the said centcriinc of South Miami Avenue to the centerline of S.W. 4th Street, thence west along said center- line of S.W. 4th Street to the waist lot line extended of Lot 16, Block 135W, Miami (AA.. (3) Suth material set out for collection trust be placed in an approved container as set forth in Sec. 20-2 of this code. Cardboard cartons shall be flattened and tied in bundles not exceed- ing SO lbs . (4) private waste collection operators duly licensed by the City of Miami, whose services are employed by businesses in the Central Cotntnercial District, as herein defined, shall service those businesses within the hours of 7:00 P.M. to 5:00 A.M. Under no circumstances, unless specifically authorized in writing by the director of the sanitation department, will collection be allowed to be performed before or atter the stipulated hours. (5) Requests for the placement of side, rear or front load containers at any location within the defined Central Commercial District will be submitted in writing to the director of the department of sanitation and shall not be placed on location until the container and its location are approved. (h) The city manager is hereby authorized to permit thrice -weekly garbage and trash collection in those residential facilities in high density population residential areas for the purpose of correcting the health hazard which presently exists due to the abnormal accumulation of garbage and trash. If the city manager finds that no health hazard exists in such areas or any part thereof, he/she shall reduce such service to twice- weekly collections. (i) The city manager shall make biannual reports to the city commission concerning collections." Suction 2. Moss, Acting Director Department of Solid Waste t. .: i. •ttIt ' 0 JAtd 10 PM 4 =; 30 January 16, 1078 Amendment to 20-8 Code of the City of Miami Following last week's deferment, by the Commission, of the subject Code Amendment the Department took the following action. Whereverpossible, private haulers were contacted by telephone and asked what problems they would encounter with the proposed changes. All private haulers working in the central business district were sent a letter requesting that they call our office if they anticipated any problems. As of this writing, only one hauler has indicated a problem which he feels would be corrected if collection hours were extended until 5:00 A.M. Representative James Eckhart would also be satisfied with the extension of collection hours until 5:00 A.M. find no real problem with the extension of collection hours and neither does the Downtown Development Authority. So far, as dumping is concerned the Municisport Landfill at 14301 Biscayne Boulevard is open Monday through Saturday, twenty- four hours daily. Mr. Clarence Patterson, Director, Dade County Waste Department has indicated to me that he can arrange to accept night collection at the 20 Street transfer station if there proves to be a need after that facility is placed into operation.
