WHEREAS, Section l9A of the Charter of the City
of Miami provides that the Commission may create new depart...
'netts or discontinue any department and determine, combine,
and distribute the functions and duties of departments and
subdivisions thereof; and
WHEREAS, it is the desire of the Commission to
exercise such authority and to create a new department to
be known as the Department of Citizen Services, and to dis-
tribute and transfer to it all of the functions and duties
heretofore performed by the Office of the City Manager as the
Office of Community Affairs; and
WHEREAS, the general public may then be served in a
more efficient and satisfactory manner;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. A department to be known as the Depart-
ment of Citizen Services is hereby created.
Section 2. The City Manager is hereby authorized to
appoint a director of the Department of Citizen Services. The
Director shall administer the affairs of the department subject
to the supervision and control of the City Manager in all matters.
Section 3. The functions and duties of the Department
of Citizen Services are to;
(a) Provide or cause to be doveioped programs designed
to identify and remove phhysical, social and cultural barriers abich
preclude vulnerable persons from en tieing the uaiity f
(heir lives by (I) eatabiishing protoduree and faetittles
for the review of social service program eontraets, including
the evaluation of program activities and quality; (ii) updating
of social service "needs" and data; (iii) monitoring and pro-
viding technical assistance to social service agencies;
(b) provide, recommend funding for, and/or
coordinate servir.es to City of Miami citizens and visitors
of a social service or community involvement nature;
(c) Administer City operated service programs such
as child-care centers that provide a developmental approach to
young children in a day care environment for the children of
working parents, and to provide technical assistance in setting
standards for Day Care Centers located in the City of Miami
boundaries;
(d) Establish, maintain, and administer programs
that will insure grassroots citizen participation. by formalizing
on -going communications between the City and citizen groups or
organizations by (i) providing information and referral upon
receipt of citizen concerns and inquiries; (ii) identifying
potential service problem areas; (iii) scientifically collect-
ing and aniyzing data pertaining to the economic, social and
environmental problems which face residents of the City of
Miami;
(e) Develop and insure planning and coordination
for all cultural experience activities held within the City of
Miami including both City of Miami and community organization
cultural activities through (i) funds development; (ii) community
organization involvement, planning and coordination,

visions of this ordinance are hereby repealed.
Section 3• If any section, part ot section,
paragraph, clause, phrase, or word ot this ordinance is
declared invalid, the remaining provisions of this ordinance
shall not be affected.
