THE CITY OP MIAMI MUNICIPAL JUSTICE EUILUINO; CON-
TAINING A REPEALER PROVISION AND A SEVERAEILITY CLAUSE
WHEREAS, the City Commission adopted Ordinance No. 8731 on December
16, 1977 establishing revenues and appropriations for the City of Miami, Florida
for the fiscal year ending September 30, 1978; and
WHEREAS, the Dallas Park Apartment Building has been vacated= and
WHEREAS, the location of the Departments of Human Resources, Civil
Service, and Citizen Services has been moved from the Dallas Park Apartment
Building to the Municipal Justice Building, at 1145 N. W. lith Street; and
WHEREAS, maintenance services provided by the Department of Building
and Vehicle Maintenance are required for the Departments of Human Resources,
Civil Service, and Citizen Services in the Municipal Justice Buildings and
WHEREAS, funds in the Building and Vehicle Maintenance Department's
Police Maintenance budget and the Dallas Park Apartments budget are available
and can be used for maintenance of the Municipal Justice Building; and
WHEREAS, a new account has been established in Special Programs and
Accounts entitled; "Property Maintenance - Municipal Justice Building;"
NOW, THEREFORE, BB IT ORDAINED BY THU COMMISSION OF THE CITY OF MLAMI#
FLORIDA;
Section 1, Section 1 of Ordinance No. 8731, adopted December 16, 1977,

Section d. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section S. This ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health, safety,
and property of the City of Miami, and upon the further ground of the necessity
to make the required and necessary payments to its employees and officers, payment
of its contracts, payment of interest and principal on its debts, necessary and
required purchases of goods and supplies, and to generally carry on the functions
and duties of its municipal affairs.
Section b. The requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not lees than four -fifths of the members
of the commission.

Appropriation for Maintenance of
the Municipal Justice Building
The Departments of Human tesources, Civil Service, and Citizen Services
recently were required to vacate the Dallas Park Apartment Building and
now occupy the Municipal Justice Building at 1145 North West llth Street.
It is necessary to provide funding for maintenance of the Municipal
Justice building by the Building and Vehicle Maintenance Department.
A budget of $52,246 has been submitted by C. B. Cox, Director of Building
and Vehicle Maintenance. A copy is attached. The funds are to be acquired
through transfers of $46,046 from the maintenance budget for the Police
Department and $6,200 from the Dallas Park Apartments budget, for total
of $52,246.
It should be noted that the transfer of funds from the Police Department
maintenance budget has been made possible through a reorganization of
manpower in the Department of Building and Vehicle Maintenance, in cooper-
ation with the Police Department.
The reorganization is not expected to significantly affect the maintenance
services to the Police Department.
Also, the transfer from the Dallas Park Apartments budget was made possible
due to the vacating of that building.
Attached please find a draft ordinance to appropriate $52,246 for maintenance
of the Municipal Justice Building.
