WHEREAS, the City Commission adopted Ordinance No, 8719 on October 26,
1977 establishing resources and appropriations for grant funds anticipated by
the City of Miami, Florida and for corresponding City cash match requirements) and
WHEREAS, the National Committee: Arta for the Handicapped, an educa-
tional affiliate of the John F, Kennedy Center for the Performing Arts, has
approved a grant award of $5,000 to the City of Miami for a "Very Special Arts
Festival" (2nd Year); and
WHEAtEAS, the above -mentioned National Committee: Arts for the Handi-
capped approval included an understanding that the city of Miami contribute an
additional $33,550 in cash and/or in -kind service toward the "Very Special Arts
Festival:" and
WHEREAS, The City is able to contribute $22,875 of in -kind snatch for
the "Very Special Arts Festival;" and
WHEREAS, funds in an amount of $10,675 are available in the City's
fiscal year 1977-78 "Matching Funds for Federal Grants" account of Special
Programs and Accounts to support the "Very Special Arts Festival:"
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF. mum,
FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977,
as amended, is hereby further amended as follows:a/

Section 2. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 3. if any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public teed for the preservation of peace* health,
safety, and property of the City of Miami to meet contractual
expenses to insure the timely execution of preliminary arrange-
ments and purchases of goods and supplies essential to the pro-
duction of the aforesaid "Very Special Arts Festival" scheduled
for March 3 - 5, 1978.
Section 5. The requirement of reading this orddinance on two separate
days is hereby dispensed with by a vote of not less then four -fifths of the members
of the Commission.

Very Special Arta Festival:
Appropriation Ordinance

The City of Miami has been awarded a $5,000 grant from the National
Committee: Arts for the Handicapped for a "Very Special Arts Festi-
val." A draft resolution has been transmitted to you to authorize
the City to accept the grant award. The grant will assist the Depart-
meat of Leisure Services in providing a three-day arts festival for
handicapped children on March 3, 4, and 5, 1978.
The grant was awarded wits► an understanding that the City would con-
tribute $33,556 in cash and/or "in -kind" services. Of that amount,
$22,875 can be contributed by the City in "in -kind" services currently
appropriated. The remaining $10,675 can be provided from the City's
fiscal year 1977-78 "Matching Funds for Pederal Grants" account in
Special programs and Accounts,
Attached please find a draft ordinance to appropriate the $5,000 grant
and a cash match contribution of $10,675 for the "Very Special Arts
Festival.•
