A RESOLUTION OF THE MIAMI CITY COMMISSION DECLARING NO OBJECTION
AND SUPPORTING THE CO -DESIGNATION BY THE FLORIDA LEGISLATURE,
PURSUANT TO HOUSE BILL 987, DESIGNATING THAT PORTION OF SOUTHWEST
57 AVENUE BETWEEN U.S. 41/SOUTHWEST 8 STREET AND WEST FLAGLER
STREET, MIAMI, FLORIDA, AS "MANOLO REYES BOULEVARD" AND THAT
PORTION OF U.S. 41/SOUTHWEST 8 STREET BETWEEN SOUTHWEST 27
AVENUE AND BRICKELL AVENUE, MIAMI, FLORIDA, AS "CONGRESSMAN
LINCOLN DIAZ-BALART MEMORIAL HIGHWAY"; FURTHER DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE FLORIDA
DEPARTMENT OF TRANSPORTATION, DISTRICT SIX, FOR SIGN INSTALLATION
WITHIN THE NEWLY DESIGNATED ROADWAY.
WHEREAS, the 2025 Florida Legislature passed House Bill 987 (2025), approving, inter
alia, several road designations, including a co -designation for Commissioner Manolo Reyes
("Commissioner Reyes") and Congressman Lincoln Diaz-Balart ("Congressman Diaz-Balart");
and
WHEREAS, both Commissioner Reyes and Congressman Diaz-Balart lead a life of
service to their communities and contributed to Miami, Florida through their many legislative
initiatives; and
WHEREAS, Commissioner Reyes dedicated his life to public service, overcoming
personal and political challenges to become a respected voice in Miami's city government,
ultimately serving District 4 with integrity and compassion from 2017 until his passing in 2025;
and
WHEREAS, Commissioner Reyes championed education and community
empowerment, serving as a teacher, adjunct professor, and budget analyst, while organizing
initiatives such as backpack distributions and food drives to support underserved families across
Miami -Dade County; and
WHEREAS, Commissioner Reyes was a steadfast advocate for civic engagement,
economic development, public safety, promoting small business growth, opposing controversial
land deals on principle, and consistently prioritizing the needs of his constituents over political
gain; and
WHEREAS, Congressman Diaz-Balart served the Greater Miami area with distinction
from 1993 to 2011, advocating for human rights, democracy, and justice, and playing a key role
in shaping U.S. policy toward Cuba, including authoring key legislation to support Cuban
dissidents; and
WHEREAS, Congressman Diaz-Balart's legacy includes his early work with Legal
Services of Greater Miami, where he provided legal aid to low-income residents and continued
to champion equal access to justice throughout his career; and
WHEREAS, Congressman Diaz-Balart played a pivotal role in advancing legislation that
directly benefited Miami's immigrant communities, including his leadership in passing the
Nicaraguan Adjustment and Central American Relief Act (NACARA) and the Haitian Immigrant
Fairness Act (HERIFA), which provided pathways to legal residency for thousands of South
Florida residents fleeing political instability and persecution; and
WHEREAS, Congressman Diaz-Balart was instrumental in securing federal support for
Miami's infrastructure and community development, including co -sponsoring legislation to
designate the Jesse J. McCrary, Jr. Post Office in Miami, honoring a local civil rights leader and
reinforcing the city's commitment to diversity and historical recognition; and
WHEREAS, the City would like to honor Commissioner Reyes by supporting the co -
designation by the Florida Legislature of that portion of Southwest 57th Avenue between U.S.
41/Southwest 8th Street and West Flagler Street as "Manolo Reyes Boulevard;" and
WHEREAS, the City would like to honor Congressman Diaz-Balart by supporting the co -
designation by the Florida Legislature of that portion of U.S. 41/Southwest 8th Street between
Southwest 27th Avenue and Brickell Avenue, Miami, Florida as "Congressman Lincoln Diaz-
Balart Memorial Highway;" and
WHEREAS, that portion of Southwest 57th Avenue between U.S. 41/Southwest 8th Street
and West Flagler Street, is a state road located within the City limits; and
WHEREAS, that portion of U.S. 41/Southwest 8th Street between Southwest 27th Avenue
and Brickell Avenue, Miami, Florida, is a state road located within the City limits; and
WHEREAS, Section 334.071, Florida Statutes, provides that the erection of markers for
a state road designation shall be contingent upon the appropriate city or county commission
passing a resolution in support of these particular honorary designations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this section.
Section 2. The Miami City Commission declares no objection and supports the co -
designation by the Florida Legislature, pursuant to House Bill 987 (2025) designating that
portion of Southwest 57th Avenue between U.S. 41/Southwest 8th Street and West Flagler
Street, Miami, Florida as "Manolo Reyes Boulevard."
Section 3. The Miami City Commission declares no objection and supports the co -
designation by the Florida Legislature, pursuant to House Bill 987 (2025) designating that
portion of U.S. 41/Southwest 8th Street between Southwest 27th Avenue and Brickell Avenue,
Miami, Florida as "Congressman Lincoln Diaz-Balart Memorial Highway."
Section 4. The City Clerk is directed to transmit a copy of this Resolution to the Florida
Department of Transportation, District Six, for sign installation within the newly co -designated
roadways.
Section 5. This Resolution shall become effective immediately upon its adoption.
