AFFIRMATIVE (4/5THS) VOTE, PURSUANT TO SECTION 54-137 OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), WAIVING THE
RESTRICTIONS RELATED TO NAMING STREETS AFTER LIVING INDIVIDUALS,
CO -DESIGNATING NORTHWEST 68 TERRACE BETWEEN NORTHWEST 14
AVENUE AND NORTHWEST 15 AVENUE AS "ELLIOTT'S WAY," IN HONOR OF
TERRY ELLIOTT, SR., AND SHERRIA ELLIOTT, FOUNDERS OF THE ARK OF THE
CITY FOUNDATION, IN RECOGNITION OF THEIR OUTSTANDING
CONTRIBUTIONS TO THE LIBERTY CITY COMMUNITY AND THEIR COMMITMENT
TO UPLIFTING UNDERPRIVILEGED YOUTH THROUGH THE ANNUAL "CHRISTMAS
ON 15TH AVE" EVENT; DIRECTING THE CITY MANAGER TO TAKE ALL
NECESSARY ACTION TO EFFECTUATE THE CODESIGNATION; AND FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO
THE HEREIN DESIGNATED OFFICIALS.

DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO
THE HEREIN DESIGNATED OFFICIALS.
WHEREAS, Terry Elliott, Sr., and Sherria Elliott, ("Elliotts") founders of the Ark of the
City Foundation, have dedicated their lives to serving the Liberty City community through
philanthropy, mentorship, and advocacy; and
WHEREAS, the Ark of the City Foundation, a 501(c)(3) nonprofit organization
established in 2007, has provided consistent support to inner-city youth through cultural,
educational, and community service initiatives; and
WHEREAS, the annual "Christmas on 15th Ave" Toys, Parade and Festival, founded by
the Elliotts, has brought joy to over 25,000 children over the past 18 years, offering toys, food,
entertainment, and a sense of community during the holiday season; and
WHEREAS, the Elliotts have created a lasting impact through additional initiatives such
as the Wakanda Center, mentorship programs, and advocacy for social justice and economic
empowerment; and
WHEREAS, the City of Miami recognizes the importance of honoring individuals who
have made significant contributions to the betterment of their communities and inspired future
generations; and
WHEREAS, the Ark of the City Foundation has become a cornerstone of community
engagement in Liberty City, fostering unity among residents, empowering youth, and creating a
safe and joyful space for families to gather and celebrate; and
WHEREAS, Ordinance No. 14317, adopted on September 26, 2024, provides that the
restrictions related to street co -designations, including the naming of streets after living
individuals, contained in Section 54-137 of the Code of the City of Miami, Florida ("City Code"),
may be waived by a four -fifths (4/5ths) affirmative vote of the City Commissioners, or an
unanimous vote of the quorum that exists because of either abstentions or vacancies resulting
from resignation, death, suspension, or physical incapacitation; and
WHEREAS, the co -designation of "Elliott's Way" will serve as a lasting tribute to the
Elliotts' legacy and a symbol of hope, resilience, and community pride for generations to come;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this section.
Section 2. The Miami City Commission, by a four -fifths (4/5ths) affirmative vote, waives
the restrictions related to naming streets after living individuals, and hereby co -designates
Northwest 68th Terrace between Northwest 14th Avenue and Northwest 15th Avenue as
"Elliott's Way" as a lasting tribute to the Elliotts' legacy in the City of Miami.
Section 3. That the City Manager is directed to take all necessary steps to implement
this co -designation, including the installation of appropriate signage.
Section 4. The City Clerk is directed to transmit a certified copy of this Resolution to the
Departments of Police, Fire -Rescue, and Solid Waste; the Miami -Dade County Department of
Transportation and Public Works; the Miami -Dade County Commissioner of District 3; the
United States Postal Service; and, if a State of Florida road, to the Florida Department of
Transportation, District Six, for sign installation within the newly designated roadway.
Section 5. This resolution shall become effective immediately upon its adoption.
