Purpose of Item:
Resolution to establish a Special Revenue Project entitled: "FY 2025 — Department of
Homeland Security — Federal Emergency Management Agency ("FEMA") — Urban
Search & Rescue ("US&R) Readiness Cooperative Agreement" for US&R Florida Task
Force 2, and appropriating funds in an amount not to exceed $ 1,440,311.00, consisting
of a grant from the Department of Homeland Security, FEMA.
Background of Item:
The Department of Homeland Security has annually awarded a grant to US&R for the
continued operation of the City's US&R Program. Said grant award for Fiscal Year
2025 is in an amount not to exceed $1,440,311.00, commencing September 1, 2025
through August 31, 2028. It is now appropriate to accept said grant award, establish a
special revenue project, and appropriate an amount not to exceed $1,440,311.00 grant
award therein for said fiscal year.

A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT TITLED "FISCAL YEAR 2025 — DEPARTMENT OF
HOMELAND SECURITY FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA"), URBAN SEARCH AND RESCUE ("USAR") COOPERATIVE AGREEMENT";
APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED $1,440,311.00
CONSISTING OF A GRANT AWARD FROM FEMA TO BE USED BY THE
DEPARTMENT OF FIRE -RESCUE FOR THE PROVISION OF ADMINISTRATION
AND PROGRAM MANAGEMENT, TRAINING, SUPPORT, EQUIPMENT CACHE
PROCUREMENT, MAINTENANCE, AND STORAGE FOR THE FLORIDA TASK
FORCE 2 USAR PROGRAM ("FL-TF2"); AUTHORIZING THE CITY MANAGER TO
ACCEPT SAID GRANT AWARD; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT.
WHEREAS, the Department of Homeland Security, Federal Emergency Management
Agency ("FEMA") has awarded the City of Miami ("City") a grant in an amount not to exceed
$1,440,311.00 ("Grant"); and
WHEREAS, the Grant funds will be used by the City's Department of Fire -Rescue ("Fire -
Rescue") to provide the administration and program management for the provisions of training,
support, equipment cache procurement, maintenance, office space, and storage space for the
Florida Task Force 2 Urban Search and Rescue ("FL-TF2 USAR") Program; and
WHEREAS, there are no match funds required in the City's acceptance of the Grant;
and
WHEREAS, the Grant period begins September 1, 2025, and ends on August 31, 2028;
and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Project, and further authorize the City Manager
to negotiate and execute any and all necessary documents, including amendments, renewals,
and extensions, all in forms acceptable to the City Attorney, in order to implement acceptance of
and compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant in the amount of
$1,440,311.00 from FEMA to be used by the Department of Fire -Rescue to provide
administration and program management, training, support, procurement of equipment,
maintenance, office space, and storage space for the FL-TF2 USAR Program.
Section 3. The following Special Revenue Project is established, and resources are
appropriated as described below:
FUND TITLE: Fiscal Year 2025 - Department of Homeland Security —
FEMA — USAR Cooperative Agreement
RESOURCES: FEMA GRANT FUNDING $1,440,311.00
APPROPRIATIONS:
$1,440,311.00
Section 4. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement the acceptance of and compliance with
the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
