Dear Members of the Planning and Zoning Appeals Board,
Thank you for your dedication to considering the perspectives of all stakeholders involved in the
development projects within our community. I am writing on behalf of the Little Haiti Revitalization Trust
regarding Planning and Zoning applications PZ-23-16878, PZ-23-16879, PZ-23-16880, and PZ-23-16881
that were presented by Midgard Group at the April 9, 2024, Trust Board meeting.
The Trust appreciated the opportunity to review the applications and is deeply grateful to the
Midgard Group for their initial presentation of the applications under consideration, however, remains
concerned about the lack of comprehensive details provided in the applications. Specifically, the Trust
emphasized the need for a comprehensive architectural site plan that articulates the proposed
development's immediate plans and alignment with the redevelopment vision for Little Haiti.
Without a clear understanding of the developer's vision for the respective lots and how the
proposed upzoning fits within the broader redevelopment plan for Little Haiti, it is challenging for the Trust
to ascertain the suitability of the applications. There is a deep concern in the community that permitting
the rezoning from T5-R to T5-O without a declaration of restrictive covenant, will allow the Midgard Group,
or potential future owners of the property, to certain uses by right that would no longer be consistent with
the character and nature of the surrounding community.
In Tight of these concerns, the Trust feels compelled to recommend denial of the current
applications, pending the inclusion of a declaration of restricted covenant that guarantees adherence to
specific development plan. We are prepared to reconsider our stance and potentially support approval
should a revised plan be submitted that addresses these critical issues and provides the necessary
safeguards to promote development that aligns with the revitalization objectives and prevent
development out of character with the community.
