See Exhibit A, Property Appraiser Summary. This letter shall serve as the Applicant's required letter of intent in connection with an application to rezone the Property from T5-O to T6-8-O (the "Application"). It should be noted that the Applicant also owns the property located at 1603 SW 8 street, immediately to the south of the Property, identified by Miami -Dade County Property Appraiser Folio No. 01-4102-006-0120 (the "South Parcel"). The goal is to redevelop the Property together with the South Parcel, which is already zoned T6-8-O, into a mixed -use project consisting of a tastefully designed hotel with ground floor retail, rooftop food and beverage amenities and parking (the "Project"). The overall design and aesthetic will be inspired by old -Havana to commemorate the Little Havana neighborhood and contribute to the local culture. The Property has approximately 106 linear feet of frontage on SW 7 Street and approximately 150 linear feet of frontage on SW 16 Avenue. The lot area of the Property is approximately 15,763 square feet in size or 0.359 acres. The Property is currently developed with a surface parking lot in the City's Little Havana neighborhood. Figure 1. Aerial The Property is surrounded by a variety of existing uses. To the south, east, west, and north are a variety of single-family, duplex, multi -family and commercial uses along the SW 7 Street corridor. Future Land Use Map. The Future Land Use Map ("FLUM") of the City's Comprehensive Neighborhood Plan ("MCNP") designates the Property "Restricted Commercial". See Figure 2, FLUM Excerpt, below. The properties surrounding the Property are all designated Restricted Commercial. Transit Corridor. The Property, when combined with the South Parcel, is located along SW 8 Street and SW 7 Street, both of which are a significant Transit Corridors in the City. Miami 21 defines "Transit Corridor" as a "designation established by the City involving an area not exceeding a one -quarter (1/4) mile radius from a non -limited access thoroughfare that includes designated transit stop locations and is served by one or more mass transit route(s) with designated transit vehicle(s) operating at an average of ten (10) minute or less headway Monday thru Friday between the hours of 7am thru 7pm." Both SW 7 Street and SW 8 Street are served by several mass transit routes, including local - stop service. In addition, the Property is within a one -quarter (1/4) mile of express transit service. This makes the Property the ideal location for infill development with the goal of increasing public transit ridership. Application Requests. As previously mentioned, the Applicant seeks to redevelop the Property along with the South Parcel into a tastefully designed lodging, food and beverage destination in the heart of Calle Ocho. Calle Ocho is locally and internationally known as a major tourist destination but lacks lodging options. The Project proposes a hotel component to incentivize tourists to not only visit but stay on Calle Ocho and, in - turn, stimulate the economic development of the area by providing additional foot traffic to the small business owners in Little Havana. Accordingly, in order to realize the Project, the Applicant seeks to rezone the Property from T5-O to T6-8-O. Analysis. Article 7, Section 7.1.2.8(a) of Miami 21 requires zoning changes to occur successionally, in which the zoning change may be made only to a lesser transect zone; within the same transect zone to a greater or lesser intensity; or to the next higher transect zone, or through a Special Area Plan. In addition, all changes must maintain the goals of the Code to preserve neighborhoods and to provide transitions in intensity, density, building height and scale. Consistent with Section 7.1.2.8(a) of Miami 21, the Application proposes successional zoning of the Property from T5-O to the next higher transect zone of T6-8-O. Additionally, Article 7, Section 7.1.2.8(c) of Miami 21 states that a rezoning of land will only be considered where the proposal involves an extension of an existing transect boundary, unless the rezoning involves at least 40,000 square feet of land area or 200 feet of street frontage on one street. Policy LU-1.3.15.- The City will continue to encourage a development pattern that enhances existing neighborhoods by developing a balanced mix of uses including areas for employment, shopping, housing, and recreation in close proximity to each other. Approval of this Application will continue to encourage development patterns that enhance the existing neighborhood along SW 8 street and SW 7 street by providing opportunities for lodging, shopping and recreational uses in close proximity to local parks and tourist attractions. Objective LU-1.6.- Regulate the development or redevelopment of real property within the city to insure consistency with the goals, objectives, and policies of the Comprehensive Plan. Approval of this Application will allow the redevelopment of a surface parking lot into an exciting mixed -use destination inclusive of ground floor retail, lodging and food and beverage amenities in one of the most desirable areas of the City in furtherance of the goals, objectives, and policies of the MCNP and the intent and purpose of Miami 21. Policy LU-1.6.10.- The City's land development regulations and policies will allow for the provision of safe and convenient on -site traffic flow and vehicle parking and will provide access by a variety of transportation modes, including pedestrianism, bicycles, automobiles, and transit. The Property has a direct connection to SW 8 street and SW 7 street, a major transit thoroughfare with access to several nearby bus stops. Policy LU-1.1.7: Land development regulations and policies will allow for the development and redevelopment of well -designed mixed -use neighborhoods that provide for the full range of residential, office, live/work spaces, neighborhood retail, and community facilities in a walkable area and that are amenable to a variety of transportation modes, including pedestrianism, bicycles, automobiles, and mass transit. Approval of this Application will allow for infill, vacant land to be redeveloped creating a mixed -use neighborhood that enhances the walkability of the neighborhood. Policy HO-1.1.8.- Through the land development regulations, the City will protect existing viable neighborhoods in those areas suitable for housing and, where appropriate, enhance them in a manner compatible with their existing character. Development of the Property will protect the existing residential portions of the Little Havana neighborhood which are located further north from the Property. The Application will enhance the existing character with a transition of zoning, and provide a City-wide destination where both residents can stay, eat and play. Lastly, Section 7.1.2.8(f)(1)(b) of Miami 21 provides that there is a need and justification for the proposed change, including changed or changing conditions that make the passage of the proposed change necessary. A significant change is the recently approved Land Use and Zoning designation for nearby properties between SW 7 Street and SW 8 street, on the west side of SW 7 Avenue. Part of the property was changed to Restricted Commercial Future Land Use category through Ordinance 13731 and rezoned to T6-8-O through Ordinance No. 13732. Both ordinances were approved by the City Commission on January 11, 2018. These changes highlight the evolving conditions of this section of the City and the significance of the Called Ocho corridor. Conclusion. This Application satisfies the rezoning requirements provided in Miami 21, with a successional zoning classification that responds to the existing conditions of the City, and is consistent with the goals, objectives, and policies of the MCNP. Approval of this Application will allow for infill, vacant land to be redeveloped creating a mixed -use neighborhood that enhances the walkability of the neighborhood. Policy HO-1.1.8.- Through the land development regulations, the City will protect existing viable neighborhoods in those areas suitable for housing and, where appropriate, enhance them in a manner compatible with their existing character. Development of the Property will protect the existing residential portions of the Little Havana neighborhood which are located further north from the Property. The Application will enhance the existing character with a transition of zoning, and provide a City-wide destination where both residents can stay, eat and play. Lastly, Section 7.1.2.8(f)(1)(b) of Miami 21 provides that there is a need and justification for the proposed change, including changed or changing conditions that make the passage of the proposed change necessary. A significant change is the recently approved Land Use and Zoning designation for nearby properties between SW 7 Street and SW 8 street, on the west side of SW 7 Avenue. Part of the property was changed to Restricted Commercial Future Land Use category through Ordinance 13731 and rezoned to T6-8-O through Ordinance No. 13732. Both ordinances were approved by the City Commission on January 11, 2018. These changes highlight the evolving conditions of this section of the City and the significance of the Called Ocho corridor. This Application satisfies the rezoning requirements provided in Miami 21, with a successional zoning classification that responds to the existing conditions of the City, and is consistent with the goals, objectives, and policies of the MCNP.
