AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER
38/ARTICLE I OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED ("CITY CODE"), TITLED "PARKS AND RECREATION/IN
GENERAL," BY CREATING SECTION 38-39, TITLED "NAMING OF REBECA
SOSA PARK"; FURTHER DIRECTING THE CITY MANAGER TO TAKE ANY
AND ALL ACTIONS NECESSARY TO EFFECTUATE THE NAMING OF THE
PARK; CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN
IMMEDIATE EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") owns land consisting of approximately 40,749
square feet located at 7121 Southwest 3rd Street, Miami, Florida 33144, Folio No. 01-4002-004-
0350, commonly known as Flagami Park ("Park") which is the site of the Dr. Armando Badia
Senior Center; and
WHEREAS, the City recognizes the lifelong public service of former Miami -Dade County
Commissioner Rebeca Sosa and seeks to pay tribute to her legacy by naming the Park for her;
and
WHEREAS, Commissioner Sosa faithfully represented Miami -Dade County's District 6
for more than two decades, from 2001 until 2022, providing consistent, responsive constituent
service to residents of the City of Miami and neighboring municipalities within the district; and
WHEREAS, Commissioner Sosa made history as the first Hispanic woman elected Chair
of the Miami -Dade Board of County Commissioners, beginning in 2013, and also chaired the
region's transportation planning governing board during her tenure, guiding countywide policy
on mobility and infrastructure; and
WHEREAS, prior to her County service, Commissioner Sosa served as Mayor of the
City of West Miami from 1994 to 2001, where she led the city's financial recovery and secured
significant grant funding for capital improvements, including drainage and park system
enhancements that benefited residents; and
WHEREAS, Commissioner Sosa is a career educator with more than thirty years of
experience in the classroom and as a teacher -trainer for Miami -Dade County Public Schools,
reflecting a lifelong commitment to students and families; and
WHEREAS, Commissioner Sosa is a breast -cancer survivor who has used her personal
experience to champion countywide breast -cancer awareness and support initiatives, including
leadership roles in community campaigns that assist survivors; and

WHEREAS, Commissioner Sosa has been a leading advocate for seniors, sponsoring
legislation to create an Elder Affairs Advisory Board and supporting initiatives to expand
services, programming, and engagement for older adults throughout Miami -Dade County; and
WHEREAS, Commissioner Sosa championed public safety, health, and welfare through
measures recognizing Sexual Assault Awareness Month, promoting gun -safety education for
youth in the aftermath of school violence, and advancing policies to strengthen emergency
response; and
WHEREAS, Commissioner Sosa helped drive economic development and critical
infrastructure investment by supporting Miami International Airport and PortMiami initiatives,
promoting international trade relationships, and advancing transportation priorities that benefit
City residents and businesses; and
WHEREAS, Commissioner Sosa consistently supported educational opportunity and
financial security for families, including measures urging federal action to address the growing
burden of student loan debt on Miami -Dade residents; and
WHEREAS, Commissioner Sosa has a record of stewardship of Miami-Dade's cultural
and historic heritage through sponsorship and support of designations and recognitions that
honor community leaders and preserve community identity; and
WHEREAS, the Flagami neighborhood and the residents served by the Park at 7121
Southwest 3rd Street have long benefited from Commissioner Sosa's advocacy for seniors,
families, and neighborhood -scale improvements; and
WHEREAS, naming the Park in honor of Commissioner Sosa will acknowledge her
decades of service, leadership, and dedication to the people of the City of Miami and
Miami -Dade County and will inspire present and future generations to public service; and
WHEREAS, the City Commission has determined that it is appropriate for the Park to be
named "Rebeca Sosa Park" to honor Commissioner Sosa;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Chapter 38/Article I of the Code of the City of Miami, Florida, as amended, is
further amended in the following particulars:1

PARKS AND RECREATION
ARTICLE I. IN GENERAL

Sec. 38-39. Naming of Rebeca Sosa Park.
The parcel of land consisting of approximately 40,749 square feet located at 7121
Southwest 3rd Street, Miami, Florida shall be named "Rebeca Sosa Park."

Section 3. If any section, part of a section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective immediately upon final reading and
adoption thereof.2

2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date stated
herein, whichever is later.
